SUBJECT: INVITATION TO TENDER FOR THE SUPPLY OF ONSITE PERIMETER SECURITY SOLAR LIGHTING SYSTEMS

Dear Prospective Bidder,

Tulu Kapi Gold Mining Share Company (TKGM) hereby invites qualified, reputable, and experienced manufacturers or authorized regional distributors to submit competitive proposals for the supply and delivery of a specialized 12-unit package of High-Efficiency Onsite Perimeter Security Solar Lighting Systems.

This procurement is intended to reinforce 24/7 security perimeter illumination across critical boundary posts and access areas at our off-grid Tulu Kapi Gold Mine, located in the West Welega Zone, Oromia Region, Ethiopia.

1. Scope of Supply

The scope of this tender includes the supply and delivery of the following key items:

• 12 Units: Perimeter Security Solar Flood/Luminaire Units (Solar Security System >19,000 lm, 360° Doppler motion detection)
• 12 Units: Hot-Dip Galvanized Mounting Poles ($6\text{ m} - 8\text{ m}$) with Base Plates engineered for $144\text{ km/h}$ wind loads
• 1 Lot: Spare Parts & Maintenance Kit (including MPPT Controller, LiFePO4 Battery Pack, anti-theft hardware, surge protectors, and programming tools)

Delivery Terms: DDP (Delivered Duty Paid - Tulu Kapi Mine Site) or CPT (Addis Ababa) within 6 to 8 weeks from Purchase Order issuance.

Bidders are requested to submit their technical and financial proposals in separate sealed envelopes or files no later than the deadline specified below:

3. Evaluation Criteria

Proposals will be evaluated based on a total score weighted as follows:

• Technical Compliance & Quality: 60%
• Commercial / Financial Price: 40%

Full technical requirements, standard compliance guidelines (ESA/IEC/ISO), and warranty conditions are detailed in the attached Request for Quotation (RFQ) document.

TKGM reserves the right, at its sole discretion, to accept or reject any bid, and to cancel or annul the tender process at any time prior to contract award without incurring any liability.
