Procurement of Forage and Tree Seeds for Dhurwale Kebele Community Project (Funded by GIZ)

Pastoralist Concern (PC) is a reputable national Civil Society Organization with over 30 years of dedicated service in Ethiopia. We are a non-political, non-religious, non-racial, and non-profit organization committed to creating lasting positive change in the lives and livelihoods of pastoral communities.

PC is currently implementing the Dhurwale Dry Valley Development Initiative and the Crisis Modifier Response to Mitigate Drought impacts in Dhurwale Kebele, Kebribeyah Woreda, Fafan Zone, with funding support from GIZ. These projects promote sustainable land management, strengthen community resilience, and provide temporary income support to vulnerable households while safeguarding ongoing land restoration investments.

To support agricultural productivity restoration and livelihood diversification, PC hereby invites sealed bids from eligible, qualified, and competent suppliers/vendors for the supply of locally adapted and improved seed varieties to Dhurwale Kebele, Somali Regional State.

Bid Submission Instructions

1. Bid Document & Fee

  • Available at PC Jigjiga Office starting August 10, 2026.

2. Bid Validity Period

  • Bids must be submitted within 10 (Ten) consecutive calendar days (August 10 to 20 August 2026).

3. Submission

  • All bids must be sealed, accompanied by a Performa invoice, and deposited into the Bid Box at:
    • PC Jigjiga Field Office, Kaah Building, 4th Floor.
  • Deadline: August 20, 2026, at 5:00 PM.

4. Bid Opening

Public opening at PC Jigjiga Office on August 21, 2026.

  • Bidders or their representatives are to attend the opening ceremony not a mandatory.

5. Mandatory Requirements

  • Renewed Trade License (2018 EC).
  • VAT Registration Certificate.
  • TIN Certificate.
  • Recent Tax Clearance Certificate.
  • Receipt with QR code
  • The supplier must present a valid certification license issued by the competent authority for the supply of certified seeds.
  • All Seeds should be certified by competent authority

6. Bid Content

  • Must clearly specify item description, quantity, price, and delivery timeline.

7. Delivery Location

  • Dhurwale Kebele, Kebribeyah Woreda, Fafan Zone, Span Somali Regional State.

8. Right of Reservation

  • PC reserves the right to accept or reject any or all bids, in part or in full, without obligation to provide reasons.
