1. INTRODUCTION

The International Committee of the Red Cross (ICRC) is an impartial, neutral, and independent humanitarian organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence, and to provide them with assistance. The ICRC also endeavours to
prevent suffering by promoting and strengthening humanitarian law and universal humanitarian principles. The ICRC has been present in Ethiopia for decades, supporting affected communities across the country through protection, assistance, and cooperation activities, including in the areas of health, water and habitat, economic security, and physical rehabilitation. In carrying out its operations, the ICRC relies on a robust and responsive supply chain, of which transport and logistics services are a critical component.

In the conduct of its procurement activities, the ICRC applies the core principles of fairness, transparency, impartiality, and competition, ensuring that all interested and qualified suppliers are given equal opportunity to participate in its procurement processes, in accordance with international humanitarian procurement standards and best practice.

2. PURPOSE OF THE EOI

The ICRC Ethiopia Delegation invites qualified and experienced transport companies and lifting equipment service providers to express their interest in being considered for future procurement opportunities related to commercial transportation and cargo handling services across Ethiopia.

This Expression of Interest (EOI) is intended to enable the ICRC to identify, assess, and build a pool of prequalified and reliable service providers capable of meeting its operational transport and lifting equipment requirements in various regions of the country. Companies that successfully respond to this EOI and meet the eligibility criteria may subsequently be invited to participate in specific tender processes as and when relevant needs arise.

3. REQUIRED FLEET CATEGORIES

The ICRC seeks service providers with capacity in one or more of the following categories:

Interested companies may express interest in one or several of the above categories, depending on their available fleet, equipment, and operational capacity.

4. ELIGIBILITY REQUIREMENTS

Interested companies must satisfy the following minimum eligibility requirements:

  • A valid business/trade license authorizing the company to operate in the relevant sector.
  • A valid Tax Identification Number (TIN).
  • A valid VAT registration certificate, where applicable.
  • A relevant commercial transport operating license issued by the competent authority.
  • An up-to-date company profile describing the company's operations, structure, and areas of specialization
  • A detailed description of their proposed geographical area of intervention, including the regions, zones, woredas/districts, and specific locations where the services can be provided.
  • A detailed fleet list indicating vehicle/equipment registration numbers, carrying/lifting capacities, year of manufacture, and ownership status (owned or leased).
  • Evidence of relevant previous experience in the provision of transport, logistics, or cargo-handling services.
  • Valid insurance coverage for vehicles, equipment, and cargo, where applicable.
  • Availability of qualified and licensed drivers/operators for all vehicles and equipment offered.
  • Demonstrated financial capability to perform the required services.

5. SUBMISSION REQUIREMENTS

Interested and eligible companies are requested to submit the following documents:

  • A comprehensive company profile.
  • Copies of legal registration documents (business license, TIN certificate, VAT certificate, and transport operating license).
  • A detailed fleet/equipment inventory as described under Section 4 above.
  • Company contact information, including physical address, telephone number(s), and email address.
  • A list of major clients served during the last three (3) years, including a brief description of services rendered.
  • Copies of any relevant certifications (e.g., quality, health and safety, or industry-specific certifications), where available.

All submitted documents must be valid, legible, and current at the time of submission. The ICRC reserves the right to request additional information or supporting documentation, and to verify submitted information, as part of its due diligence process.

6. IMPORTANT NOTES

  1. This Expression of Interest (EOI) is not an invitation to bid and does not constitute a commitment by the ICRC to award any contract to any company that responds.
  2. Only companies that meet the eligibility requirements and are shortlisted by the ICRC may subsequently be invited to participate in future tender processes.
  3. Submission of an EOI does not guarantee inclusion in future tenders or any resulting contractual engagement with the ICRC.
  4. The ICRC reserves the right to amend, suspend, or cancel this EOI process at any stage, without incurring any liability to the companies that have expressed interest.
  5. All information submitted will be treated as confidential and used solely for the purpose of supplier prequalification and future procurement planning.

Submissions received after the stated deadline, or that are incomplete, may not be considered. Companies are encouraged to submit their expressions of interest well ahead of the deadline to allow sufficient time for processing.
