External auditor’s renewed business license at the time of auditing.

As a proof of the bidder's financial standing, the following documents need to be furnished:

Detailed External annual audit reports (not financial statements) for the last three (3) consecutive recent years. We consider two (2) years with better sales volumes for the bidder year on year comparison. For the bidder must exceed or equal to: i.e. (year one + year two) divided by 2) = average annual turnover amount of equal to or exceed: ETB700,000,000.00

 If the company Newly established (less than two years) the bidder can submit one-year annual audit report but the turnover is must sufficient for the required amount of ETB700,000,000.00

NB: Newly established company must submit the evidence which indicate the establishment (Commercial registration certificate & Tin Certificate).                 

No conflict of interest as described in ITB Clause 6.

Bidder has been debarred by a decision of the Public Procurement and Property Administration Agency from participating in public procurements for breach of its obligation under previous contracts, in accordance with ITB Clause 4.4.

Having been submitted valid trade license and business organization registration certificate issued by the country of establishment in accordance with ITB Clause 4.6(b)(i)

Nationality in accordance with ITB Clause 4.2.

Having been submitted valid tax clearance certificate issued by the tax authority (Domestic Bidders Only) in accordance with ITB Clause 4.6(b)(iii)

Having been submitted VAT registration certificate issued by the tax authority (in case of contract value of Birr 100,000.00 and above) in accordance with ITB Clause 4. 6(b)(ii)

If the bidder is participated in joint venture/Consortium they must provide the following documents.

• Joint venture agreements authenticated by governmental document authentication and registration agency located in Ethiopian.
• Authenticated written power of attorney authenticated by governmental document authentication and registration agency located in Ethiopia.
• Commercial Registration certificate,
•  Each member must submit Renewed Business License in the field,
•  Each member must submit VAT Registration Certificate issued by the tax authority,
•  External auditor’s renewed Business license at auditing time,
• Each member must submit Valid tax clearance Certificate issued by the tax authority for bid purpose.
•  Eligible Contrines /Origin of country /of the goods offered
• Certificates of satisfactory execution of contracts in the stream of business from the past three recent consecutive years that demonstrate and presentable of the bidder, and sufficient for the required amount. it is enough one year Certificates of satisfactory execution of contracts in the stream of business if the contract amount is sufficient for the required amount. (For joint venture it’s enough if one of them submitted )

• Bidders must have attach Authenticated license of the rental warehouse agreement authenticated by Government Document Authentication and Registration Organization located in Ethiopia If it is rented and if it is owner, certificate of ownership given by the Government concerned Office must be submitted. Bidders should have warehouse premises in Addis Ababa or around 35 km. which is well equipped and accessible for transportation and the volume of the warehouse must be at least 1000m2.
• If the JV agreement undertaken by foreign and local bidders the agreement should be authenticated by the respective Ethiopian Embassy and Ethiopian foreign affairs. Whereas foreign bidders with foreign bidder JV agreement shall be authenticated by their respective country public body
•  Country of Origin of each ítems
• All capacitéis of the Joint venture/Consortium must be evaluated.

Bidder must submit at least one Certificates of satisfactory execution of contracts provided by contracting parties to the contracts successfully completed in the course of the past three (3) recent consecutive recent years with a budget amount of at least: -

 ETB 600,000,000.00.

 The Certificate of satisfactory execution of contracts shall include the following data

a)  The name and place of establishment of the contracting parties,

b)  The subject-matter of the contract,

c)  The value of the contract

d) The time and place of performance of the contract,

e)  A statement concerning the satisfactory execution of contracts

NB. Whenever, the bidder’s Certificates of satisfactory execution must be contain list of the above

(a-e) points. Unless otherwise unable to submit essential evidences regarding to certificate of satisfactory execution such as The name and place of establishment of the contracting parties, The subject-matter of the contract, The value of the contract, The time and place of performance of the contract, A statement concerning the satisfactory execution of contracts stated the above points the contract agreement help as check on during the preliminary evaluation process

Delivery schedule

The Special Procurement Contract Agreement will be concluded for a period of One (1) Year starting from the signing of the contract.

The initial delivery of the bus shall be started after sixty Days (60) and the completion period should be with in ninety Days (90) for all 200 bus starting from the signing of the contract

NB:- All bus based on the required quantity and quality Completely Delivered within ninety consecutive days (90) starting from the signing of the contract

The Bidder must have at least ten(10) staff currently work for the bidder among the staff mention in sub-clause (a) six(6) should have minimum of B.SC in mechanical engineering, Automotive engineering, electrical engineering, electro mechanical engineering, or related subjects and the rest four(4) should have certificate or above. The bidder should provide the above staff members ‘testimony certificate. (For joint venture it’s enough if one of them submitted).

Bidder has to complete its Technical Specification + Technical Offer+ Compliance Sheet Form in accordance with technical specification presented as per template in Section 6, Statement of Requirements and submit the following mandatory attachments

Bidder has to submit Descriptive technical literature in accordance with ITB Clause 17

Bidder has to submit Description of the organization of the warranty offered in accordance with the conditions laid down in GCC Clause 23

Bidder has to provide the origin of the Goods and Related Services offered

ManufacturerAuthorization: Manufacturing production certificate (if the bidder is manufacturer it should submit manufacturer certificate) or Manufactures Authorization Form/Letter (MAF) from the manufacturer Company using the form furnished in Section 4, Bidding Forms.
