Request for Quotation (RFQ) – Security Services

1. Invitation to Bid

Ease Engineering PLC invites qualified and experienced security service providers to submit quotations for the provision of security services for the company.

Interested bidders are invited to submit their technical and financial proposals in accordance with the requirements outlined in this document.

2. Scope of Services

The selected security service provider will be responsible for:

• Providing qualified and experienced security guards.
• Providing security personnel according to the required working schedule and shifts.
• Monitoring and controlling access to the company premises.
• Checking and recording visitors entering and leaving the premises.
• Monitoring company property and assets.
• Conducting regular security patrols of the premises.
• Preventing unauthorized access, theft, damage, or other security incidents.
• Maintaining proper security records and incident reports.
• Responding appropriately to security incidents and emergencies.
• Maintaining professional conduct and discipline while on duty.
• Responding to changes in security requirements when reasonably requested.

3. Service Locations

Security services will be required at the following EASE Engineering PLC locations:

1. Head Office – Around Totot
2. Jemo Site
3. Bole Site
4. Kality Site

4. Bidder's Price Proposal

Bidders are requested to submit their own proposed prices for the security services.

The bidder's financial proposal should clearly indicate:

• Price per security guard/personnel.
• Monthly service charge, if applicable.
• Any applicable additional charges.
• Applicable taxes, if any.
• Any other costs associated with providing the security service.

The organization will not specify a predetermined price. Bidders must provide their best and most competitive quotation.

5. Quality and Service Requirements

The bidder should demonstrate:

Experience in providing security services.

• Availability of qualified, trained, and experienced security personnel.
• Ability to provide reliable security coverage according to the required schedule.
• Proper supervision and management of assigned security personnel.
• Appropriate identification and uniforms for security personnel.
• Ability to respond effectively to security incidents and emergencies.
• Compliance with applicable security, safety, and legal requirements.
• Availability of appropriate communication and security equipment, where required.

6. Submission of Bid

Interested bidders should submit their quotation containing:

1. Company profile.
2. Relevant security service experience.
3. Number and qualifications of available security personnel.
4. Proposed security service plan.
5. Price quotation.
6. Working schedule/shift arrangements.
7. Details of supervision and management arrangements.
8. Valid business/license documents, where applicable.
9. Contact details of the bidder.

7. Evaluation

Bids will be evaluated based on factors including:

• Competitiveness of the proposed price.
• Quality of the proposed security services.
• Relevant experience and capacity.
• Qualifications and experience of security personnel.
• Reliability and availability of security personnel.
• Supervision and management capacity.
• Ability to respond to security incidents and emergencies.
• Compliance with the requirements of this RFQ.

8. Bid Cancellation and Selection Rights

The organization reserves the right, at its sole discretion and without obligation to provide compensation to any bidder, to:

• Cancel the entire bidding process at any time before or after submission of bids.
• Cancel or withdraw part of the bidding requirements while proceeding with the remaining requirements.
• Accept or reject any bid, in whole or in part.
• Select one bidder or select multiple bidders from among the submitted bids, depending on the organization's operational requirements.
• Negotiate with one or more shortlisted bidders regarding price, quality, staffing, working arrangements, or other service conditions.
• Reject any or all bids if the submitted proposals do not meet the organization's requirements.

1. የጨረታ ግብዣ

EASE Engineering PLC ለድርጅቱ የደህንነት ጥበቃ አገልግሎት ለመስጠት ብቃትና ተገቢ ልምድ ያላቸውን የደህንነት አገልግሎት ሰጪ ድርጅቶች ዋጋ እንዲያቀርቡ ይጋብዛል።

ፍላጎት ያላቸው ተወዳዳሪዎች በዚህ ሰነድ ውስጥ በተገለጹት መስፈርቶች መሠረት የቴክኒክ እና የፋይናንስ ሀሳባቸውን እንዲያቀርቡ ይጠየቃሉ።

2. የአገልግሎት ወሰን

የሚመረጠው የደህንነት አገልግሎት ሰጪ ድርጅት የሚከተሉትን ኃላፊነቶች ይወጣል፦

• ብቃትና ተገቢ ልምድ ያላቸውን የደህንነት ጠባቂዎች ማቅረብ።
• በሚፈለገው የሥራ ሰዓትና የፈረቃ ሥርዓት መሠረት የደህንነት ሠራተኞችን ማሰማራት።
• ወደ ድርጅቱ ግቢ የሚገቡና የሚወጡ ሰዎችን መቆጣጠር።
• ጎብኚዎችን መመዝገብ እና ወደ ግቢው የሚገቡበትንና የሚወጡበትን ሁኔታ መቆጣጠር።
• የድርጅቱን ንብረትና እቃዎች መጠበቅና መከታተል።
• በድርጅቱ ግቢ ውስጥ መደበኛ የደህንነት ጥበቃ ዙር ማድረግ።
• ያልተፈቀደ መግባት፣ ስርቆት፣ ጉዳት ወይም ሌሎች የደህንነት ክስተቶችን መከላከል።
• ትክክለኛ የደህንነት መዝገቦችንና የክስተት ሪፖርቶችን ማዘጋጀትና መጠበቅ።
• ለሚከሰቱ የደህንነት ችግሮችና ድንገተኛ ሁኔታዎች ተገቢ ምላሽ መስጠት።
• በሥራ ላይ ሙያዊ ባህሪን፣ ሥነ-ምግባርንና ዲሲፕሊንን መጠበቅ።
• እንደ ድርጅቱ የደህንነት ፍላጎት ሲቀየር በተገቢ ጥያቄ መሠረት የሥራ አቀራረቡን ማስተካከል።

3. የአገልግሎት መስጫ ቦታዎች

የደህንነት ጥበቃ አገልግሎቱ በሚከተሉት የEASE Engineering PLC ቦታዎች ያስፈልጋል፦

4. የተወዳዳሪው የዋጋ ማቅረቢያ

ተወዳዳሪዎች ለሚሰጡት የደህንነት አገልግሎት የራሳቸውን የዋጋ ሀሳብ እንዲያቀርቡ ይጠየቃሉ።

የፋይናንስ ሀሳቡ በግልጽ ሁኔታ የሚከተሉትን ማካተት አለበት፦

• በአንድ የደህንነት ጠባቂ/ሠራተኛ የሚከፈል ዋጋ።
• በወር የሚከፈል የአገልግሎት ክፍያ፣ ካለ።
• ተጨማሪ ክፍያዎች፣ ካሉ።
• ተፈጻሚ የሆኑ ግብሮች፣ ካሉ።
• የደህንነት አገልግሎቱን ለመስጠት የሚያስፈልጉ ሌሎች ወጪዎች።

EASE Engineering PLC አስቀድሞ የተወሰነ የዋጋ መጠን አያስቀምጥም። ተወዳዳሪዎች በተቻለ መጠን ተወዳዳሪና ምርጥ ዋጋቸውን እንዲያቀርቡ ይጠየቃሉ።

5. የጥራትና የአገልግሎት መስፈርቶች

ተወዳዳሪው የሚከተሉትን ማሳየት አለበት፦

• በደህንነት ጥበቃ አገልግሎት የተረጋገጠ ልምድ።
• ብቃት ያላቸው፣ የሰለጠኑና ልምድ ያላቸው የደህንነት ሠራተኞችን የማቅረብ አቅም።
• በሚፈለገው የሥራ ሰዓትና የፈረቃ ሥርዓት መሠረት ቀጣይነት ያለው የደህንነት ጥበቃ ማረጋገጥ።
• ተገቢ የሆነ የቁጥጥርና የአስተዳደር ሥርዓት መኖር።
• ለደህንነት ሠራተኞች ተገቢ መታወቂያና ዩኒፎርም ማቅረብ።
• ለደህንነት ክስተቶችና ድንገተኛ ሁኔታዎች ውጤታማ ምላሽ የመስጠት አቅም።
• ተፈጻሚ የሆኑ የደህንነት፣ የሥራ ደህንነትና የሕግ መስፈርቶችን ማክበር።
• አስፈላጊ በሆነ ጊዜ ተገቢ የግንኙነትና የደህንነት መሳሪያዎችን ማቅረብ።

6. የጨረታ ሰነድ ማቅረቢያ

ፍላጎት ያላቸው ተወዳዳሪዎች የሚያቀርቡት የዋጋ ማቅረቢያ ሰነድ የሚከተሉትን መያዝ አለበት፦

1. የድርጅቱ መግለጫ/Company Profile።
2. ተዛማጅ የደህንነት አገልግሎት የሥራ ልምድ።
3. በድርጅቱ ዉስጥ ያሉ የደህንነት ሠራተኞች ብዛትና ብቃታቸው።
4. የታቀደ የደህንነት አገልግሎት ዕቅድ።
5. የዋጋ ማቅረቢያ።
6. የሥራ ሰዓትና የፈረቃ አደረጃጀት።
7. የቁጥጥርና የአስተዳደር አደረጃጀት ዝርዝር።
8. ተፈጻሚ የሆኑ ሕጋዊ የንግድ/የሥራ ፈቃድ ሰነዶች።
9. የተወዳዳሪው የመገናኛ አድራሻና ዝርዝር መረጃ።

7. የጨረታ ግምገማ

የሚቀርቡት የጨረታ ሀሳቦች ከሚከተሉት መስፈርቶች መካከል በመመርኮዝ ይገመገማሉ፦

• የቀረበው ዋጋ ተወዳዳሪነት።
• የታቀደው የደህንነት አገልግሎት ጥራት።
• ተዛማጅ የሥራ ልምድና የአቅም ደረጃ።
• የደህንነት ሠራተኞች ብቃትና ልምድ።
• የደህንነት ሠራተኞች ተዓማኒነትና ተደራሽነት።
• የቁጥጥርና የአስተዳደር አቅም።
• ለደህንነት ክስተቶችና ድንገተኛ ሁኔታዎች ምላሽ የመስጠት አቅም።
• በዚህ የዋጋ ማቅረቢያ ጥያቄ (RFQ) የተጠየቁትን መስፈርቶች ማሟላት።

የጨረታ ሂደት ስለመሰረዝና ስለመምረጥ የድርጅቱ መብት

EASE Engineering PLC ለማንኛውም ተወዳዳሪ ማካካሻ የመክፈል ግዴታ ሳይኖርበት፣ በራሱ ውሳኔ የሚከተሉትን መብቶች ይጠብቃል፦

• የጨረታ ሂደቱን ሙሉ በሙሉ በማንኛውም ጊዜ፣ የጨረታ ሀሳቦች ከመቅረባቸው በፊትም ሆነ በኋላ፣ የመሰረዝ መብት።
• ከተጠየቁት የአገልግሎት መስፈርቶች ከፊሉን ሰርዞ የቀሩትን መስፈርቶች በመቀጠል የመፈጸም መብት።
• ማንኛውንም የጨረታ ሀሳብ በሙሉ ወይም በከፊል የመቀበል ወይም ያለመቀበል መብት።
• እንደ ድርጅቱ የሥራ ፍላጎት አንድ ተወዳዳሪን ወይም ከአንድ በላይ ተወዳዳሪዎችን ከቀረቡት የጨረታ ሀሳቦች መካከል የመምረጥ መብት።
• ከአንድ ወይም ከብዙ አጭር ዝርዝር ውስጥ ከተመረጡ ተወዳዳሪዎች ጋር ስለ ዋጋ፣ የአገልግሎት ጥራት፣ የሠራተኞች ብዛት፣ የሥራ አደረጃጀት ወይም ሌሎች የአገልግሎት ሁኔታዎች ድርድር የማድረግ መብት።
• የቀረቡት የጨረታ ሀሳቦች የድርጅቱን መስፈርቶች ካላሟሉ ማንኛውንም ወይም ሁሉንም የጨረታ ሀሳቦች የመሰረዝ መብት።
