1.The Government of the Federal Democratic Republic of Ethiopia (Ethiopia) has received a Japanese ODA Grant (the Grant) from Japan International Cooperation Agency (JICA) on the basis of the Grant Agreement (G/A) signed on the 20th day of November, 2024, between the Government of Ethiopia and JICA concerning "the Project for the Improvement of Secondary Schools in Sidama Region" (the Project). The Government of Ethiopia intends to apply a part of the Grant to eligible payments under the contracts for which these Bidding Documents are issued.
2. Sidama National Region State Education Bureau on behalf of the Government of Ethiopia (the Client) now invites sealed bids from eligible bidders for the following two lots.

3. Bidders may bid for one or both lots, as further defined in the Bidding Documents. However, only one contract is awarded per bidder. The Client shall award contracts based on the lowest-priced combination. If a Bidder bids for both lots, the Bidder shall furnish the Bid including Letter of Bid for each lot separately.
4.This Bidding is open to all eligible Bidders who satisfy at least the following criteria.

A Bidder, or each JV member in case that the Bidder is a JV, shall have registered itself as a construction company under the laws of Ethiopia and have a valid BC-1 or GC-1 license for GC 2025/26 issued by Ethiopian Construction Authority. |

Nationality |
A Bidder shall be nationals from Ethiopia. The term "nationals" in this Bid Invitation means physical persons or juridical persons incorporated and registered in Ethiopia, who have their appropriate facilities for producing or providing the products and/or services in Ethiopia and in fact conduct their business there. |

Conflict of Interest |
A Bidder shall not have a conflict of interest. |
|
JICA Ineligibility |
A Bidder shall not have been declared ineligible by JICA. |
|
History of Non-Performing Contracts |
Non-performance of a contract did not occur as a result of contractor's default for the last two calendar years. |
|
Pending Litigation |
All pending litigation shall in total not represent more than 50% of the Bidder's net worth and shall be treated as resolved against the Bidder. |

Litigation History |
No consistent history of court/arbitral award decisions against the 2010 Bidder for the last five (5) calendar years. |

Average Annual Construction Turnover |
Minimum average annual construction turnover required for each lot is as follows: * Lot 1: USD 2,000,000 (Equivalent to ETB:300,000,000) * Lot 2: USD 1,500,000 (Equivalent to ETB:225,000,000) The average annual construction turnover is calculated as total certified payments received for contracts in progress and/or completed, within the eight (8) years (2018-2025), divided by eight (8) years. |

Financial Performance |
As the minimum requirement, a Bidder's net worth calculated as the difference between total assets and total liabilities should be positive for the past five (5) years (2021-2025). |

Financial Resources |
The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the following construction cash flow requirements for the subject contract(s) net of the Bidders other commitments * Lot 1: USD 400,000 (Equivalent to ETB:60,000,000) * Lot 2: USD 250,000 (Equivalent to ETB:37,500,000) |

General Construction Experience |
Experiences of at least one (1) building or general construction contracts specified below that have been satisfactorily and substantially completed, in the role of prime contractor (single entity or JV member), for the last eight (8) calendar years of 2018-2025. Building construction of each minimum value for the respective lots is as follows: * Lot 1: USD 4,000,000 (Equivalent to ETB: 600,000,000) * Lot 2: USD2,500,000 (Equivalent to ETB: 375,000,000) If the Bidder's general experience in a single contract is less than the amount specified above for each lot, the aggregate value of two (2) or three (3) contracts exceeding the above amount shall be accepted as general construction experience. |

Specific Construction Experience |
Experiences of at least one (1) building project contract meeting all points specified below, that have been satisfactorily and substantially completed as a prime contractor (single entity or JV member) for the eight (8) calendar years of 2018-2025. * Construction of one multiple-story building with a total floor area of 1,500m2 or more * The purpose of the building is for public use (such as educational facilities, hospitals, government offices, etc.) or commercial use. |

Site Visit |
Visiting and studying the construction sites of (a) Lot (s) which the Bidder is intended to offer the Bid is required and certificate of the site visit issued by the relevant authority must be attached to the Bid. |
5. The delivery/construction period for each contract is for 16 months.
6. The Currency of the Bid and the payment of the Contract price shall be in the currency of US Dollar.
7. A complete set of the Bidding Documents in English may be purchased by the interested Bidders on the submission of a writing application to the address below and upon payment of non-refundable fee of ETB 1,000. The method of payment shall be in cash. The date and time for the sale of Bidding Documents are described below. The
Bidding Documents are available only for the interested Bidders whose business licenses are registered in Ethiopia. Each interested Bidder shall be required to submit a copy of its business license which proof nationality of the Bidder upon obtaining of the Bidding Documents.

8. Bid must be delivered to the address above on or before the below-mentioned bid opening timing and must be accompanied by a Bid Security of ETB 500,000. All bids will be opened at 2:30PM, (Hawassa Local Time, EAT) on October 15, 2026 at the place described in No. 7 in the presence of the Client, the Consultant and the Bidders' representatives who choose to attend.
