 አቅራቢው ድርጅት የሚያሰማራቸው የጥበቃ ሠራተኞች በሙሉ የትምህርት ዝግጅት፣ የስራ ልምድና የስነ-ምግባር ሁኔታ ማቅረብ ይጠበቅበታል፡፡  የጥበቃ አቅራቢው ድርጅት ከሙስና እና ጉዳይ አስፋፃሚነት ችግሮች የፀዳ መሆኑን እንዲሁም በጥበቃ ወቅት ለሚፈጠር የዝርፊያም ሆነ ተያያዥ ችግሮች የጉዳት መጠኑን ለማካካስ የሚያስችል ኢንሹራንስ ያለው መሆኑን ማረጋገጫ ማቅረብ አለበት፡፡  አቅራቢው ድርጅት በፌደራል ወይም በአዲስ አበባ ፖሊስ ኮሚሽን የጥበቃ አገልግሎት ለማቅረብ ብቃት ያለው መሆኑን የሚገልፅ ፍቃድ ማቅረብ አለበት፡፡  የጥበቃ አቅራቢው ድርጅት የሚያሰማራቸው የጥበቃ ሠራተኞች ሙሉ አድራሻና የታወቀ ተያዥ በማቅረብ ማስመዝገብ አለባቸው፡፡  ተጫራቾች የሚያቀርቡት የመወዳደሪያ ዋጋ የጥበቃ ሰራተኞችን ደረጃውን የጠበቀ የደንብ ልብስ፣ የንፅህና መጠበቂያ አላቂ እቃዎች ማስክና ሳኒታይዘርን አካቶ እንዲሁም ለአዳር የሚያስፈልጉ ቁሳቁሶችን ወጪ ያካተተ መሆን አለበት  አግባብ ያለው 4 ዓመት & above የሰራ ልምድ (Expriance) ማቅረብ የሚችል መሆን አለበት  19 ወንድ ጥበቃ፣ 1 ሴት የጥበቃ እና 1 የሽፍት መሪ  ሙሉ ተቋሙን ከግራውንድ እስከ 13 ፎቅ መጠበቅ የሚችል  መ/ቤቱ የተሸለ አማራጫ ካገኘ ጨረታዉን በሙሉ ወይም በከፊል የመሰረዝ መብቱ የተጠበቀ ነው፡፡  ሲፒኦ በመካከለኛ ቁጥር 1 ግብር ከፋዮች ቅርጫፍ መሰራት ይኖርበታል፡፡  ተጫራቶች ሲፒኦ ማቅረብ አለባቸዉ  ጀርመን አደባባይ የሚገኘዉ ክፍያለዉ ጋሪ ህንጻ ከግራዉንድ እስከ 13ኛ ፎቅ የጥበቃ አገልግሎት መስጠት አለባት፡፡
