REQUEST FOR EXPRESSIONS OF INTEREST

Procurement of Design, Supply, Implementation and Support of an Enterprise Private Cloud Infrastructure, Al and Data Analytics Platform.

1. Introduction

EthSwitch is the National Switch owned by all banks (private and public) operating in Ethiopia, the National Bank of Ethiopia, and some MFIs. EthSwitch has been established mainly to Create Interoperability between financial and payment service providers, develop & Institute Domestic Payment Scheme, and provide Shared Infrastructure/Platforms to Financial Institutes. The mission of the Company is "Making Payments Simple and Affordable", and its Vision is "To be the best-in-class Payment Network in Africa by 2035".EthSwitch S.C. ("EthSwitch") invites suitably qualified local and international system integrators, original equipment manufacturers (OEMs), technology providers, and eligible consortia/joint ventures to submit an Expression of Interest (EOI) for participation in a forthcoming competitive procurement for an enterprise private cloud infrastructure and data analytics platform.

2. Invitation and Purpose

This EOI aims to identify and prequalify firms with the legal standing. OEM/technology ecosystem backing, relevant enterprise-scale delivery experience, implementation capability, and support capacity required for the subsequent Request for Proposal (RFP) stage. Only applicants that satisfy the EOI qualification requirements and are shortlisted by EthSwitch will be invited to participate in the subsequent RFP, subject to EthSwitch procurement approvals and the final procurement strategy.

3. Interested bidders can obtain EOI document from the Company, free of charge, starting on September 7, 2026, during the specified working hours. Monday-Friday 8:30 AM-12:00 PM and 1:30-5:00 PM

4. Expressions of interest should deliver to the address below until October 5, 2026 at 10:00 AM in the afternoon & proposals should be opened on October 5, 2026, at 10:30 AM. Late submissions shall be rejected

5. The Consultant/Service Provider shall be required to meet the following minimum qualification requirements:

a. General and Relevant Experience of the Firm.

b. Financial and Organizational Capacity.

c. Technical Expertise and Key Personnel.

d. Implementation Methodology. Work Plan and Knowledge Transfer.

e. Local Support, Partnership and EOI Compliance.
