Budget Source: Bloomberg Initiative for cycling Infrastructure (BICI) Program The Addis Ababa City Administration Transport Bureau (AATB) here by invites registered, eligible and qualified contractors to submit sealed bids for the Supply and Installation of Smart Bicycle Parking Systems and Associated Amenities in Addis Ababa, Ethiopia.

1. Scope of Work

Bidders may submit bids for the complete package encompassing the following four main components as detailed in the Bill of Quantities (BoQ), Design Drawings, and Technical Specifications:

• Component 1: Poly carbonate Shaded, Tiered, Lockable Bicycle Parking System including tier rack systems (upper-tier racks with gas spring-assisted lifting and lower-tier slide racks), and Outdoor P4 Digital Display LED Screens.
• Component 2: Surface-Based, Lockable, Shaded Bike Parking System including inverted-U bicycle racks
• Component 3: Inverted-U Bicycle Racks
• Component 4: Outdoor Public Bicycle Air Pump Stations

2. General Eligibility & Mandatory Pre-requisites

Bidding will be conducted through National Competitive Bidding (NCB) procedures specified in the Federal Government Public Procurement Directive and is open exclusively to National/Domestic Bidders.
Interested domestic bidders must provide the following mandatory compliance documents to establish their admissibility:

• Valid Trade/Business License indicating the relevant stream of work.
• VAT Registration Certificate.
• Valid Tax Clearance Certificate issued by the tax authority.
• Mandatory registration in the Public Procurement and Property Administration Agency (PPA) Suppliers List.
• Contractor Category: General Contractor (GC) or Building Contractor (BC).
• Minimum Required Contractor Classification: Grade (GC-5/ BC-4) or above.

3. Bidding Document Purchase and Submission

1. A complete set of Bidding Documents in English may be purchased by interested bidders directly from the AATB procurement office upon payment of a non-refundable fee of ETB 500.00 (One Thousand Ethiopian Birr).

2. The amount of the Bid Security shall be ETB 100,000.00 (One hundred Thousand Birr). The Bid Security shall be in A Certified Cash Payment Order (CPO) or Unconditional Bank Guarantee issued by a recognized domestic bank.

3. Late bids will be rejected automatically and returned to the sender unopened.

4. Bids must be delivered to the address specified below physically.

5. The deadline for bid submission is at 10:00 AM (4:00 Morning, Local Time). The bid will be closed and opened on 21st day falls on non-working day (Saturday, Sunday, public holiday), the bid shall be closed and opened on the next consecutive working day at the same specified time. Late bids will be automatically rejected. The bid opening will take place on the same day, at 10:30 AM (4:30 Morning, Local Time).

6. Bids will be opened physically in the presence of bidders or their authorized representatives who choose to attend at the AATB Procurement Directorate on the same submission deadline date at 10:30AM (4:30 Local Time). The absence of bidders or their representatives shall not prevent the submitted bid documents from being opened at the designated time.
