ANNOUNCEMENT OF OPEN BID FOR
NON-TOBACCO MATERIAL PROVISION MANAGEMENT

National Tobacco Enterprises (Ethiopia) SC is seeking qualified and legally registered service provider(s) to participate in the open bid for Non-Tobacco Material (NTM) provision management, including handling of provisioned materials recyclable solid materials and chemical disposal materials as applicable.

BID Requirement

Interested and capable service providers may submit their technical and financial proposals by providing the information and documents listed below:

• Valid company registration and renewed business license to operate in Ethiopia.
• Relevant authorization, permit, or registration to manage, collect, transport, recycle, treat, or dispose of listed, solid, or chemical materials as applicable.
• Confirmation whether the bidder will perform the service directly or through approved subcontractors. If subcontractors are used, their details, licenses, and responsibilities must be submitted.
• Duly completed statement of compliance indicating fully compliant, partially compliant, or non-compliant status for each requirement.
• Company profile showing technical capability, manpower, equipment, experience, financial capacity, and previous similar work references.
• Proposed handling methodology, safety controls, environmental protection measures, and documentation process for all materials managed under this bid.

SUBMISSION OF RESPONSES

1. Interested suppliers must purchase the tender document for Non- Tobacco Material (NTM) provision management for 100.00 Birr (ETB one hundred).

2. To purchase tender documents please see the below payment instructions.

• Bank transfer to National Tobacco Enterprise account in Awash Bank A/C # 01304016721600 Africa Andinet Branch and Commercial Bank A/C# 1000157575008 with Sarbet Branch.
• Bank transfer slip is mandatory to collect tender documents located around Kilinto Industry Park

3. Bidders may visit the warehouse materials in person at our factory located around Kilinto Industry Park, subject to prior arrangement and compliance with site safety requirements within 7 (seven) consecutive working days from the date announced in the newspapers

4. Submission of technical and financial proposals, renewed business license, relevant permits, and signed/sealed supporting documents shall be made at our factory located around Kilinto Industry Park within 7 (seven) consecutive working days from the visit date expires. The bidder shall clearly indicate the proposed handling method, service scope, and financial offer for each applicable material category.

NOTE 1

• The winning bidder shall provide any required performance bond, CPO, or equivalent guarantee within three days of the award notification, where applicable, before starting collection, handling, recycling, treatment, or disposal activities.
• Only the suppliers who meet our minimum requirements will be considered for further discussions.
• The receipt of responses shall not bind National Tobacco Enterprises (Ethiopia) SC to any contractual agreement with the prospective bidder. Any contractual arrangement shall only come into effect after completion of the tender process, technical and commercial evaluation, due diligence, and award approval.
• Any costs associated with the preparation and submission of the response to this tender shall be borne by the tender respondent.

• National Tobacco Enterprises (Ethiopia) SC reserves, at its sole discretion, the right to accept, reject, cancel, split, or partially award any or all proposals submitted under this tender without incurring any liability to bidders.
