1. The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Response Recovery Resilience for Conflict-Affected Communities in Ethiopia (3R-4-CACE) project and intends to apply part of the proceeds toward payments under the contract for Production, translation and broadcasting of GBV prevention and outreach messaging through national and local medias.

2. The Ministry of Women and Social Affairs now invites sealed Bids from eligible Bidders for Production, translation and broadcasting of GBV prevention and outreach messaging through national and local medias for six-month contract duration.

3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" February 2025 ("Procurement Regulations") and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70 %. This should comply with the mandatory requirements for "Rated Criteria in the Procurement Regulations and for Bid cost: 30%.

5. Interested eligible Bidders may obtain further information from Ministry of Women and Social Affairs, Response Recovery Resilience for Conflict-Affected Communities in Ethiopia (3R-4-CACE) project office [email protected]  Copied [email protected]  and inspect the bidding document during office hours from 8:30 - 12:30 and 13:30 - 17:00 from Mondays to Thursdays; and 08:30 to 11:30 and 13:30PM - 17:00 on Fridays at the address given below.

6. The bidding document in English language may be freely accessed by interested eligible bidders upon submission of a written application/request to the email addresses indicated below (email should be sent for both addresses indicated below). Once an email request has been sent to the designated email addresses, a soft copy of the RFB document will be sent to the requester. To facilitate further communication and correspondence, the bidder should indicate the name of the company, contact/ focal person, telephone number, workable email address and relevant information on his/her request email.

7. Bids must be delivered to the address below on or before October 23, 2026@10:00 AM. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked "ORIGINAL BID", and the inner envelopes marked "TECHNICAL PART" will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend, at the address below on October 23, 2026@10:15AM hours Ethiopian Time. All envelopes marked "FINANCIAL PART" shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

8. All Bids must be accompanied by a "Bid Security" as an appropriate amount of ETB 250,000.00 (ETB Two Hundred Fifty Thousand only) or equivalent amount in a freely convertible currency in the form of CPO or Unconditional bank guarantee.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
