Development Expertise Center (DEC), with financial support from UNHCR, invites bids for emergency response shelter activities and communal facilities construction at the Luak-dong refugee camp in Gambella.

DEC a local CSO established in 2007, re-registered in May 2019 as per the new Authority for CSO Proclamation by the Ethiopian government bearing a registration number of 0009. Its objective is to contribute towards the national development efforts through integrated, decentralized and sustainable program interventions.

In line with the above mission and objectives, DEC wants to undertake Emergency response shelter activities and communal facilities construction, site development works with the financial Support from UNHCR. Hence, DEC invites all interested & eligible bidders that are qualified, technically competent, and have a valid license for the current Ethiopian FY 2018/2026 GC for the listed below construction works at Gambella, Luak-dong refugee camp in response to the South Sudanese refugees.

Bidders can collect the bid document from DEC Addis Ababa Head Office on working days & hours from September 23, 2026, to September 27, 2026, up to 5:00 PM.

Therefore, all interested & eligible bidders can submit their Documents.

Note that: Evaluation criteria will be attached to the BoQ as per the lot's requirements.

Tenders accordingly filled must be accompanied by:

• Renewed business license and competency certificate for the year 2018/2026 E.C.
• VAT registration certificate
• Company profile
• Bid Security in the form of CPO 2% (Cash and insurance bonds are not accepted).
• Bidders should indicate the price includes 15% VAT
• The Winning bidders are responsible to provide Guaranty bond during contract agreement.
• One Bidder will only be allowed to participate on a single bid from the list.

Bids must be put in sealed envelope, clearly marked by "bidders name, address, legal Stamp and name of the particular site and Lot Number" and submit their technical and financial document in one (1) original and One (1) copy for both, (different envelopes) for each lot all separately wax-sealed to Development Expertise center to the address stated above in Addis Ababa on September 28, 2026 before 11:30 A.M

Bids will be opened on September 28, 2026, at the Development Expertise Addis Ababa Head office at 3:00 P.M in the presence of bidders or bidders' representatives who wish to attend.

Development Expertise Center reserves the right to accept or reject the entire or partial part of this bid
