INVITATION FOR THE PROCUREMENT OF CONSTRUCTION OF A 100-meter MARKET CENTER OR SHELTER AND CONSTRUCTION TWO BLOCKS OF LATRINES AS PART OF CROSS-BORDER RESILIENCE IN MOYALE PROJECT (M&M: CBRM)

Pastoralist Concern (PC) is a reputable national Civil Society Organization with over 30 years of dedicated service in Ethiopia. We are a non-political, non-religious, non-racial, and non-profit organization committed to creating a positive and lasting positive impact in the life and livelihood of pastoralist communities.

PC hereby invites interested and eligible bidders for the construction of Two Blocks of standard public latrines, each with four stances, and construction of two blocks of Market Shades, each with the size 50m*5m, in Dukale Kebele of Miyo Woreda, Borana Zone.

The project is entitled "Mobility and Movement: Cross-Border Resilience in Moyale" and has been in progress in partnership with LPI (Life and Peace Institute) and funded by the EU (European Union). The project is under implementation in Moyale, Miyo, Dire and Dillo Woredas of Borana Zone.

Therefore, interested and qualified bidders are hereby invited to submit Technical and Financial sealed bid documents for one or more Lots, while submitting separate documents for each lot;

Bid Submission Instruction

1. Bid Availability & Fee: A complete set of bidding documents with detailed technical specifications is available at the PC Head Office and Moyale filed office starting from September 23, 2026 to October 03, 2026 upon payment of a non-refundable fee of ETB 500.00 (Five hundred Birr). Transfer the fee to PC CBE Account: 1000035432349 Pastoralist Concern and submit print slip.
2. Bid Validity Period: Bids must be submitted within Ten (10) consecutive calendar days, from September 23, 2026 to October 03, 2026.
3. Bid Submission: All bids must be submitted in a sealed envelope, along with a proforma invoice with technical proposal and deposited into the "Bid Box" located at PC Head Office and Moyale filed office no later than 5:00 PM on October 03, 2026.
4. Bid Opening: The bid opening ceremony will be held at PC Head Office on October 05, 2026 from 10:00 to 11:00 AM in the morning. Bidders or their representatives are expected to attend on the opening ceremony. Those bidders in distance location, may request for virtual attendance arrangement. However, participation in the bid opening process is considered as optional issue.
5. Mandatory Requirements: Bidders must include copies of the following valid documents with their bid:
   • Renewed Trade License
   • VAT Registration Certificate
   • TIN Certificate
   • Recent Tax Clearance Certificate from the concerned authority.
6. Bid Content: The bid document must clearly specify all civil works construction contractors with a license valid for 2018 EC, under category Grade 7 & above.
7. Delivery & Installation Location: All contractors must be interested to work and deliver the assignment at the project site, located in Dukale, Miyo wored, Borena zone, Oromia region.
8. Right of Reservation: Pastoralist Concern reserves the right to accept or reject any or all bids, in part or in full, without providing any reason.
