AIDS Healthcare Foundation (AHF) is a global not-for-profit organization that provides cutting-edge medicine and advocacy regardless of individuals' ability to pay. Currently, AHF is providing HIV care and treatment to more than 3 million clients in 50 countries worldwide. AHF is striving to replicate such achievements in countries like Ethiopia so that needy citizens can benefit from the program. AHF-Ethiopia has been supporting the Ethiopian Government's efforts to improve access to healthcare by delivering comprehensive HIV prevention, care, and treatment services through its standalone clinics and outreach HIV testing sites.

AHF-Ethiopia would like to invite a qualified external audit firm to perform an annual audit for the fiscal year 2026 (Jan–Dec) in accordance with statutory requirements, internal reporting standards and guidelines, and the International Public Sector Accounting Standard (IPSAS).

Auditor Eligibility Requirements

The audit firm must meet the following minimum eligibility and technical requirements:

1. Possess valid and renewed professional and business licenses in Ethiopia.
2. Be legally authorized to provide external audit services in Ethiopia and maintain the necessary professional registrations.
3. The audit firm must have a valid business license, Tax Identification Number (TIN) and applicable VAT registration. Additionally, the audit firms must be duly licensed and authorized by the Accounting and Auditing Board of Ethiopia (AABE) and maintain its professional license in good standing.
4. Provide a firm profile, including statistics on overall industry experience and client references.

Proposed Audit Team Composition

The proposed audit team should include:

1. An Audit Manager with a minimum of ten (10) years of audit experience, including experience auditing donor-funded projects.
2. A Team Leader holding CPA, ACCA, or an equivalent professional qualification, with at least five (5) years of audit experience.
3. Assistant auditors with adequate professional qualifications and relevant practical experience.

Required and Desirable Experience

1. Demonstrated experience auditing financial statements prepared under IPSAS (Accrual Basis) is required.
2. Experience auditing financial statements prepared under IFRS and U.S. GAAP is desirable.
3. Experience auditing NGOs, international organizations, and donor-funded projects is strongly preferred.

Submission of Proposal

Qualified audit firms meeting the above criteria are invited to submit technical and financial proposals in separate sealed envelopes before before October 01, 2026 at 5:00 PM GMT East Africa Time. Late submissions will not be considered.

All proposals should be assessed using a consistent evaluation methodology that includes:

• Technical proposal and audit approach.
• Relevant professional certifications and regulatory registrations.
• Qualifications and experience of the proposed audit team.
• Experience with donor-funded projects and nonprofit organizations.
• Experience with IPSAS-based financial statements.
• Organizational capacity and past performance.
