Qualification Requirements

• Submission of Certificates of satisfactory execution of contracts Bidder has to submit Certificates of satisfactory execution of contracts provided by contracting parties to the contracts successfully completed in the period and budget as specified in the BDS Clause 16.3 Reference: 37.4 (c).
• Completion of Technical Specification + Technical Offer+ Compliance Sheet Form Bidder has to complete its Technical Specification + Technical Offer+ Compliance Sheet Form in accordance with technical specification presented as per template in Section 6, Statement of Requirements and submit the following mandatory attachments Reference: 37.4 (d).
• Origin of the Goods and Related Services offered Bidder has to provide in the Bid Submission Sheet Form the Statement attesting the origin of the Goods and Related Services offered Reference: 37.4 (a).
• Submission of Description of the organization of the warranty offered Bidder has to submit Description of the organization of the warranty offered in accordance with the conditions laid down in GCC Clause 23 Reference: 37.4 (d) (ii)
• Valid business license Having been submitted valid trade license or business organization registration certificate issued by the country of establishment in accordance with ITB Clause 4.6(b)(i) Reference: 4.6(b)(i)
• Valid tax clearance certificate for Domestic Bidders Having been submitted valid tax clearance certificate issued by the tax authority (Domestic Bidders Only) in accordance with ITB Clause 4.6(b)(iii) Reference: 4.6(b)(iii)
• Documents proofing bidder financial standing Bidder has to submit other documents proofing its financial standing, as required in the BDS Clause 15.2(b) Reference: 37.5 (b).
• Submission of Manufacturer Authorization Letter Bidder has to submit Manufacturer Authorization Letter in accordance with ITB Clause 5.6 Reference: 5.6 & 37.4 (d) (iii)
• Conflict of Interest No conflict of interest as described in ITB Clause 6.  Reference: 4.3
• Form Data on Joint Ventures In the case of a bid submitted by a joint venture (JV), the Bidder has failed to submit the Form Data on Joint Ventures, the Agreement governing the formation of joint venture, or letter of intent to form JV, including a draft agreement, in accordance with ITB Clause 4.1 Reference: 4.1
• Average annual turnover The average annual turnover for the period specified in Section 3, Evaluation Methodology and Criteria does exceed the amount of the financial proposal of the Bid in value specified in the BDS which is amount of ETB 480,000.00 Reference: 37.5 (c).
• Submission of Delivery and Completion Schedule Bidder has to submit Delivery and Completion Schedule presented as per template in Section 6, Statement of Requirements within 90 days starting from the signing of contract. Reference: 37.4 (e)
• VAT registration certificate for Domestic Bidders Having been submitted VAT registration certificate issued by the tax authority (in case of contract value of Birr 100,000.00 and above) in accordance with ITB Clause 4. 6(b)(ii) Reference: 4.6(b)(ii)
• Submission of Financial Statements Bidder has to submit financial statements certified by an independent auditor as required in ITB Clause 15.2(a) for the period specified in Section 3, Evaluation Methodology and Criteria Reference: 15.2 (a)
• Nationality Nationality in accordance with ITB Clause 4.2.  Reference: ITB Clause 4.2
• Number of staff     At least 3 (Three) staff currently work for the Bidder;Among the staff mentioned, at least 2 (two) of them must be degree or above in mechanical engineer and related fields and the rest 1 (One) should also have certificate or above. The bidder must submit the staff members’ educational qualifications testimony.  Reference: 37.3 (a)
• Major relevant contracts successfully completed Certificates of satisfactory execution of contracts in the stream of business from the past three recent consecutive years that demonstrate and presentable of the bidder, and sufficient for the required amount. It is enough one Certificates of satisfactory execution of contracts in the stream of business if the contract amount is sufficient for the required amount is 420,000.00   Reference: 37.4 (b).
• Joint Venture Agreement If the JV agreement undertaken by foreign and local bidders the agreement should be authenticated by the respective Ethiopian Embassy and Ethiopian foreign affairs. Whereas local bidders with local bidder JV agreement shall be authenticated by Ethiopian Document Authentication and registration Services. Reference: 6
• Auditor License Bidder must submit Renewed Auditor License at auditing time. Reference: 33
