1.መሥሪያ ቤቱ ጨረታውን በከፊልም ሆነ በሙሉ የመሰረዝ መብቱ የተጠበቀ ነው። 2.ተጫራቾች በጨረታው ሰነድ የተገለጹትን መስፈርቶች እና መመሪያዎች በሙሉ ማሟላት አለባቸው። 3.ተጫራቾች የሚያቀርቧቸው ሰነዶች ሁሉ ትክክለኛና የተሟሉ መሆን አለባቸው፤ ሐሰተኛ መረጃ ከቀረበ ተጫራቹ ከጨረታው ሊሰረዝ ይችላል። 4.የጨረታ ማስከበሪያ (Bid Bond) በጨረታ ሰነዱ በተገለጸው መጠንና ሁኔታ መቅረብ አለበት። 5.ከተወሰነው የጨረታ መዝጊያ ቀንና ሰዓት በኋላ የሚቀርቡ ማናቸውም ሰነዶች ተቀባይነት አይኖራቸውም።
