Consultancy Business Plan Feasibility Study for the Advertisement Adoption, Upgrading and Multi-Purpose Development

1. Background

German Foundation for World Population (DSW) is a global development organization that focuses on the needs and potential of the largest youth generation in history. We are committed to creating demand for and access to health information, services, supplies, and economic empowerment for youth. We achieve this by engaging in advocacy, capacity development and reproductive health initiatives, so that young people are empowered to lead healthy and self-determined lives. DSW has been working in Ethiopia for more than two decades and half focusing on adolescent and young people sexual and reproductive health program in collaboration with government, international and local partners at different levels.

DSW - Ethiopia established in 2004 The Bonita Youth Development Training Center at Oromia Region in Bishoftu City. This center has been a hub for building the capacities of young people, youth serving organizations, and other development actors for empowering young people.

2. Purpose of the Assignment

The overall purpose of the consultancy to conduct business feasibility study and prepare feasible business proposal for DSW Bonita Youth Development training center as per the new land use policy aligning with the land use code CO-21 in consideration with organizational objectives for the government.

3. Objectives and Scope of Assignment

The consultant shall undertake the following:

3.1 Business and Operational Assessment

• Assess the existing youth center facilities and social risk/benefit of introducing commercial function as per the land use policy
• Review legal and regulatory of the current the Bishoftu city Structure and land use plan with the existing implementation
• Site & physical assessment of the existing building, infrastructure and capacity analysis
• Gap analysis between the center current intuitional use and CO-21 designation

3.2 Financial Feasibility and Investment Analysis

3.3 Business Proposal - Develop detailed, commercially viable and investment-ready business proposal and plan as per the land lease policy.

3.4 Structure-Based on the new business proposal and Investment requirements, prepare business management and operational structure including the necessary human resources and operation modality.

4. Methodology

• Review pertinent government documents including policies, proclamations, land management and others
• Consult with pertinent government bodies, DSW management, ACSOs and others as required
• Site visits and operational assessments of facilities be
• Land use compliance and gap analyses against CO-21
• Potential Customer and market surveys based on the permitted commercial uses
• Financial and investment analysis;
• Business and financial modelling;

5. Deliverables

The consultant shall produce the following deliverables:

Deliverable 1- Inception Report

Deliverable 2 -Summery of the financial feasibility, operational assessment, and document reviewed report

Deliverable 3-Draft Complete Business proposal and Plan for the project

Deliverable 4- Final business proposal and Implementation Roadmap

6. Duration and Indicative Work Plan

The consultant is expected to accomplish all the assignment with one month and half Term (6 weeks).

7. Payment Schedule

1st Payment -20% after signing of the agreement and submission of the inception report 2nd Payment -40% upon submission of the Draft Feasibility Study Report and draft Business proposal

3rd Payment - 40% Upon submission of final proposal and DSW acceptance of the proposal and report

Required Qualifications and Experience

The consulting firm with professional background with at least Masters in Business management, Economics, Strategic Management and related fields with

• Proven experience in business and investment related feasibility studies, business proposal development and document/desk review
• At least 5 years of relevant consulting experience in business development market assessment, related policy review and analysis, organizational transformation and others
• Good understanding of the current government policies mainly related with investment, lease, NGO proclamation and Bishoftu City Administration development plan
• Strong expertise in analytical, financial modelling, business transformation and revenue diversification including research report and proposal writing capabilities.
