The Ethiopian Red Cross Society Sidama Regional Branch Office, invites eligible and qualified General Contractors with valid licenses and relevant experience to submit sealed bids for the construction of a 19-meter perimeter Fence and a 2.5 m x 2.5 m Guard House at the ERCS Sidama Regional Branch Office, Hawassa Pharmacy compound.

Interested bidders shall possess a valid trade/business license, registration certificate, up-to-date tax clearance certificate, supplier registration certificate, and other legally required documents demonstrating their eligibility and capacity to undertake the works.

The major works comprise the construction of a 19-meter perimeter fence and a 2.5 m x 2.5 m guard house, including all associated civil, structural, masonry, steelwork, roofing, finishing, electrical, and related works, as specified in the bidding documents, drawings, technical specifications, and Bill of Quantities, and in accordance with applicable Hawassa City corridor development and construction standards.

1. Purchase of Bidding Documents

Interested and eligible bidders may obtain a complete set of the bidding documents from the ERCS Sidama Regional Branch Office upon payment of a non-refundable fee of 1000 ETB (One thousand Birr).

2. Bid Security

All bids shall be accompanied by a Bid Security (Bid Bond) in an acceptable form, as specified in the Bidding Data Sheet. The Bid Security shall be equivalent to 2% of the total bid offer and shall be submitted in a separate sealed envelope. Where a CPO is submit- ted as the Bid Security, it shall be issued in favor of the Ethiopian Red Cross Society and shall remain valid for 15days beyond the bid validity period, as specified in the bidding be vali documents.

3. Submission of Bids

Bidders shall submit their bids in properly sealed, signed, and stamped envelopes as follows:

• Financial Offer - Original:- One sealed envelope clearly marked "ORIGINAL -FINANCIAL OFFER";
• Financial Offer - Copy:- One sealed envelope clearly marked "COPY - FINANCIAL OFFER";
• Technical Offer: One separately sealed envelope clearly marked "TECHNICAL the e OFFER"; and
• Bid Security: One separate sealed envelope clearly marked "BID SECURITY."

The above envelopes shall be placed inside one outer envelope, which shall be properly sealed, signed, and stamped.

The outer envelope shall be addressed to:- Ethiopian Red Cross Society Sidama Regional Branch Office Hawassa, Sidama Regional State, Ethiopia

4. Bid Closing and Opening

The deadline for submission of bids shall be:-

• Date: 12 October 2026 Time:- 11:30 PM
• Bids shall be opened on the same day at:- Time: 2:30 PM

The bid opening shall take place at the ERCS Sidama Regional Branch Office, Hawassa, Ad in the presence of bidders or their duly authorized representatives who wish to attend.

5. Examination of Bidding Documents

Bidders are advised to carefully examine the entire bidding document, including the Instructions to Bidders, Conditions of Contract, drawings, technical specifications, Bill of Quantities, forms, and all other requirements before preparing and submitting their bids.

6. Completeness of Bids

Bidders shall complete and submit all required forms, schedules, documents, and information specified in the bidding documents.

Failure to comply with any mandatory requirement of the bidding documents may result in rejection of the bid in accordance with the applicable procurement rules and procedures.

7. Responsibility of Bidders

Each bidder shall be responsible for obtaining all information necessary for the preparation and submission of its bid and for satisfying itself as to the nature, scope, site conditions, and requirements of the works.

8. Right of the Employer

The ERCS Sidama Regional Branch Office reserves the right to accept or reject any or all bids in accordance with the applicable procurement rules and procedures, without incur- ring any obligation to provide compensation to bidders.
