Qualification Requirements

• Consultant Certification of Compliance Form the Team Skill Consultant has to provide in the Consultant Certification of Compliance Form the Team Skill Matrix identifying the skills that are relevant to the role in the contract team and are required for successful execution of the contract; N.B ; Bidders must have an ESCO license  Reference: ITB 37.3(c)

Technical Proposal Form 

 Consultant has to complete its Technical Proposal, Form in accordance with Terms of Reference presented as per template in Section 6;

The bidders must atach technical proposals according to ToR that is atached at specific experience in pdf form(Refere-Specific Requirement in schedule of requirement) Reference: ITB 37.4(d)

Major relevant contracts successfully completed 

Consultant has to provide in the Consultant Certification of Compliance Form information about major relevant contracts successfully completed in the number and period specified in the BDS;

The consulting firm Shall have at least seven (7) years of relevant experience in electro-mechanical works, power transmission, and/or power distribution projects and Have at least 6 years of relevant professional experience in energy efficiency, energy policy, strategy development or related areas. . Should preferably demonstrate experience in at least one similar project involving power reliability studies and the calculation and analysis of power-system reliability indices, such as SAIDI, SAIFI, CAIDI, and MAIFI. and energy-efficiency strategy, policy or action-plan assignment.is preferable The firm should demonstrate access to and proven experience in using appropriate power-system analysis software, such as ETAP or other equivalent internationally recognized software, for conducting power-system studies and reliability assessments. Should demonstrate knowledge of applicable Ethiopian electricity regulations and standards.  Demonstrate experience in energy-efficiency assessment across multiple sectors. Demonstrate knowledge of energy policy, regulatory and institutional frameworks. Demonstrate experience in stakeholder consultation and facilitation. Demonstrate experience in developing implementation frameworks and monitoring systems. Demonstrate experience in Ethiopia or comparable developing-country energy-sector assignments. Reference: ITB 37.4(b)

Documents proofing its financial standing 

Consultant has to submit other documents proofing its financial standing, as required in the BDS Clause 15.2(b);

attach three year financial statements Reference: ITB 37.5(b)

Average annual turnover 

 The average annual turnover for the period specified does exceed the amount of the Bid Proposal in value specified in the BDS;

The average annual turnover for three years must ≥ 10,000,000 birr Reference: ITB 37.5(c)

VAT registration certificate 

  Domestic Consultant has to submit VAT registration certificate issued by the tax authority in accordance with ITC Clause 4. 5(b)(ii);

Valid tax clearance certificate 

Domestic Consultant has to submit a valid tax clearance certificate issued by the tax authority, in accordance with ITC Clause 4.5(b) (iii);

Valid business license 

Consultant has to submit valid business license indicating the stream of business in which the Consultant is engaged, in accordance with ITC Clause 4.5(b) (i);

CVs of the Professional staff 

 Consultant has failed to provide CVs of the Professional staff signed by the staff themselves or by the authorized representative of the Professional Staff.

Evidence and compliance checks·        Confirm qualifications and experience against CVs, degrees, certificates/licences and references.·        Score only evidence submitted in the proposal; record concise reasons for material scores.·        Check the TOR's firm and key-expert minimum requirements separately and consistently.·        If a firm bids for both Lots, assess each Lot separately and verify adequate staff availability and no resource conflicts. Reference: ITB 37.3(d)

Professional practice certificates, 

Consultant has to submit relevant professional practice certificates, if required in BDS Clause 4.5(b) (iv);

Audit Report Document 

 Consultant has to submit financial statements certified by an independent auditor as required in ITC Clause 15.2(a) for the period specified in Section 3, Evaluation Methodology and Criteria;

bidders must atach three conscutive year (2016-2018) audit report i.e is checked by external auditors. Reference: ITB 37.5(a)

Certificates of satisfactory execution of contracts 

 Consultant has to submit Certificates of satisfactory execution of contracts provided by contracting parties to the contracts successfully completed in the period and budget as specified in the BDS Clause 16.3;

The bidder must submmit conscutive three (3)year work experience Reference: ITB 37.4(c)

Conflict of interest 

Consultant is found to have a conflict of interest as described in ITC Clause 5;
