Contract Title: Dagaga Dhidhessa Comprehensive Health Post

1.  The Diga Woreda Finance Office of East Wollega Zone now invite wax-sealed bids for eligible bidders to all National contractors of Category GC-4/BC-4 and above that shall submit Certificate of Registration from Ministry of Construction /Oromia Construction Authority renewed for the Year 2026/2027 (2019 EC) and who have renewed their Trade license for the current fiscal year (2019E.C) and have VAT registration certificate & Tax Clearance Certificate valid during the bidding period from the Concerned Governmental Body.
2. Bidding documents may be purchased from the respective Diga Woreda Finance Office, for a non-refundable fee of Birr 2000.00 (Two One thousand hundred ETB only) at working hours, commencing from Nov 16/11/2026 The method of payment shall be in cash.
3.  Bids shall be valid for a period of 150 days after bid opening and must be accompanied by a bid security of 500,000.00 (Five hundred thousand) ETB in the form of either CPO or unconditional bank guarantee and shall be delivered to the respective Diga District Health Office, separately along with the envelope of the Technical documents.
4. The Technical document shall be prepared in one original and two copies. The original & the copies shall be signed, stamped & wax sealed in a separate envelope clearly marking "Original", "Copy 1" & "Copy 2". Failure to do so would entail rejection of the bid.
5. The Financial document shall be prepared in one original and two copies. The original & the copies shall be signed, stamped & wax sealed in a separate envelope clearly marking "Original", "Copy 1" & "Copy 2". Failure to do so would entail rejection of the bid.
6. The Technical, financial and the bid security documents will be sealed in one single outer envelope of the bidder shall be submitted to The Respective Diga District Finance Office before the deadline for bid submission.
7.  Late bidders shall be automatically rejected;
8. The deadline for bid submission shall be at 10:00 AM in the Morning of 22nd day starting from bid award on Addis Zemen News papers & the bids shall be opened on the same date at 10:30AM in the morning, at which time the Technical Documents will be opened,of the bidders or their representatives who wish to in the presence attend.
9. The results of the Technical evaluation shall be notified with an internal notice
10. The financial documents of those who have scored 70% and above on the technical evaluation will be subsequently opened after an issuance of an official notice by the respective Diga District Finance Office.
11. The results of the financial evaluation shall be notified with an internal notice board.
12. Misplacing of documents which is not as ITB would be a cause for rejection of the bid document.
13. Completion time for the construction work shall be 240 calendar days.
14. The Diga District Finance Office reserve full right to reject any or all Bids.
15. The bidders who have any project on hand which is below 70% of physical progress would rejected from bide, and the bidders who have termination history in the respective East Wollaga Zone would rejected from the bide.
