Qualification Requirements

• Debarred by decision of the FPPA The bidder must not be debarred by decision of the Public Procurement Agency from participating in public procurements for breach of its obligation under previous contracts in accordance with ITB Clause 4.4. Reference: ITB 4.4
• Nationality Nationality in accordance with ITB Clause 4.2. Reference: ITB 4.2
• Description of the organization of the warranty The bidder has to submit a description of the organization of the warranty offered in accordance with the conditions laid down in GCC Clause 23; Reference: ITB 23.2(c)(ii)
• Conflict of Interest No conflict of interest as described in ITB Clause 4.3 Reference: ITB 4
• Descriptive technical literature The bidder has to submit descriptive technical literature in accordance with ITB Clause 17 (if required in BDS); Reference: ITB 23.2(c)(i)
• Average Annual Turn over The average annual turnover for the last 2 (two) business year of the Bidder equals or exceeds the amount of the financial proposal of the Bid.  Reference: ITB 23.2(b)(ii)
• Manufacturer Authorization Letter The bidder has to submit a Manufacturer Authorization Letter in accordance with ITB Clause 5.6 Reference: ITB 23.2(c)(iii)
• Certificates of satisfactory execution of contracts (testimony) Bidder must submit at least two (2) Certificates of satisfactory execution of contracts provided by contracting parties to the contracts successfully completed in the course of the past two(2) years with a budget of at least 20,000,000.00(twenty million)  Reference: ITB 23.2(b)(iii)
• Joint venture agreement if any Joint venture agreement must be authenticated and approved by legal authority Reference: ITB 4.1(a)
• Personnel for the key positions The bidder must demonstrate that it will have the personnel for the key positions that meet the requirements: Reference: ITB 14.1

• Sample For each item one (1) packet samples must be submit to the Oromia Public Procurement and Property Disposal Agency 4th floor Room No. 24. before bid opening ceremony. Reference: ITB 18.1
• Quality assurance certificates The bidder shall provide standard and Quality assurance certificates from Ethiopian Standard Agency or Ethiopian Conformity Assessment Enterprise or Food & Medicine Administration or other authorized bodies Reference: ITB Clause 15
