Qualification Requirements

• Consultant Certification of Compliance Form the Team Skill Consultant has to provide in the Consultant Certification of Compliance Form the Team Skill Matrix identifying the skills that are relevant to the role in the contract team and are required for successful execution of the contract;  Reference: ITB 37.3(c)
• Main Trainers Educational level of trainers should be MA/MSc or higher, Relevant work experience of each trainer and assessor (minimum 5 years for trainers, supported by testimonials) Reference: ITB37.3(b)
• Assistant:  Educational level of Assistants (diploma or higher), Relevant work experience of each assistant minimum 3 years supported by testimonials).   Reference: ITB37.3(b)
• Assessors Educational level of assessors should be BA/BSc or higher. Reference: ITB37.3(b)

Conflict of interest 

Consultant is found to have a conflict of interest as described in ITC Clause 5;

Audit Report Document 

Universities must submit the latest financial audit clearance report related to the assessment and training project as a mandatory requirement to participate in the bidding process.

Consultant Certification of Compliance Form 

Consultant has to provide in the Consultant Certification of Compliance Form information related to its professional qualification and capability for the period specified in the BDS Clause 14.1;

Certificates of satisfactory execution of contracts 

 Consultant has to submit Certificates of satisfactory execution of contracts provided by contracting parties to the contracts successfully completed in the period and budget as specified in the BDS Clause 16.3;

CVs of the Professional staff 

 Consultant has failed to provide CVs of the Professional staff signed by the staff themselves or by the authorized representative of the Professional Staff.

Major relevant contracts successfully completed 

Consultant has to provide in the Consultant Certification of Compliance Form information about major relevant contracts successfully completed in the number and period specified in the BDS;

Terms and Conditions

NB. 1. Financial proposals that are vague or unreasonably organized may result in disqualification. 2. Each cost item must be clearly justified. 3. Cost breakdowns for the Urban Finance stream and Urban Land stream must be provided separately. 4. To be considered for selection, universities must fully comply with all the above criteria. Failure to meet even a single requirement, resulting in a ‘Not Comply’ status, will lead to automatic rejection from the bidding process. 5. The university should provide an allowance of 150 Birr per trainee per day for duration of 45 days, and this amount shall be included under miscellaneous costs. 6. The total costs incurred for professional services and other overhead expenses shall be calculated based on the total project duration specified in the Terms of Reference (TOR) 7. The Project Office reserves the right to cancel or annul the bidding process, in whole or in part, at any stage prior to contract award, in accordance with the applicable procurement laws and the provisions of the bidding documents.
