1. Scope & Objective of the Tender

Expertise France is launching a tender consultation to establish multiple Framework Agreements with qualified and legally registered hotels located in Addis Ababa, Ethiopia.

The primary objective is to build a pool of reliable hotel service providers to furnish high-quality, cost-effective services on an on-demand basis across three (3) distinct lots:

• Lot 1: Five-Star Hotels (Ceiling: EUR 40,000 excl. VAT)High-level conferences, official events, missions, and high-profile meetings.
• Lot 2: Four-Star Hotels (Ceiling: EUR 35,000 excl. VAT)Workshops, trainings, seminars, standard missions, and high-value meetings.
• Lot 3: Three-Star Hotels (Ceiling: EUR 20,000 excl. VAT)Standard meetings, regular project trainings, and cost-sensitive accommodation/events.

Up to five (5) framework agreements may be awarded per lot. The combined overall framework ceiling across all lots is EUR 95,000 (excl. VAT) for a total duration of 24 months. Concluding a framework agreement creates no exclusivity and does not guarantee a minimum order volume or value.

2. Required Services

Selected hotels will be requested to provide services under specific purchase orders across the following service components:

1. Venue Hire: Meeting rooms, training halls, conference spaces, and boardrooms across small (up to 20 participants), medium (21–60), and large (61+) capacities.
2. Catering Services: Coffee/tea breaks, bottled water, breakfast, lunches, dinners, and customized dietary arrangements.
3. Accommodation: Single and double/twin rooms for local and international staff, experts, partners, and event participants.
4. Event & AV Equipment: Sound systems, microphones, projectors, LED screens, flipcharts, and video-conferencing setups.
5. Connectivity & Utilities: Reliable high-speed Wi-Fi, backup generator power, air conditioning/heating, and technical support.
6. Logistical & Support Services: Room layout setups, reception tables, directional signage, safety, and security arrangements.

3. Submission Requirements

Bidders are required to submit both a Technical Offer and a Financial Offer:

• Technical Offer: Detailed hotel profile, star category proof, venue and room capacities, catering offerings, equipment options, quality control/safety protocols, and references for similar services provided to international organizations.
• Financial Offer: Completed using the official Excel Financial Offer Template. Fixed unit rates in EUR must be quoted separately for Year 1 (Months 1–12) and Year 2 (Months 13–24), including applicable service charges and VAT details. Payments will be processed in Ethiopian Birr (ETB) using the European Commission monthly accounting exchange rate applicable on the invoice date.

Please note that the deadline for bid submission is 23 November 2026 at 12:00 noon (Paris time). All bids must be submitted through the French public procurement platform (PLACE): https://www.marches-publics.gouv.fr.
