Company experience: The ToR (Section 5A) mentions "over five years' experience working with international organizations/media." Is this a pass/fail requirement? Can the combined professional experience of the proposed key personnel be considered toward it?

It’s not a Pass/Fail requirement but it will be an additional input for the scoring
