የጨረታ መመሪያዎችና የውል ማስፈጸሚያ መስፈርቶች:- 1. መሥሪያ ቤቱ ጨረታውን በከፊልም ሆነ በሙሉ የመሰረዝ፣ የማሻሻል ወይም በሕጉ መሠረት ተገቢውን እርምጃ የመውሰድ መብቱ የተጠበቀ ነው። 2. ተጫራቾች በጨረታ ሰነዱ የተገለጹትን ሁሉንም መስፈርቶች፣ መመሪያዎችና የውል ሁኔታዎች ማሟላት አለባቸው። 3. ተጫራቾች የሚያቀርቧቸው ሰነዶች ሁሉ ትክክለኛ፣ የተሟሉና ሕጋዊ መሆን አለባቸው። ሐሰተኛ ወይም አሳሳች መረጃ ከቀረበ ተጫራቹ ከጨረታው ሊሰረዝ ይችላል። 4. የጨረታ ማስከበሪያ (Bid Bond) በጨረታ ሰነዱ በተገለጸው መጠን፣ የጊዜ ገደብና ሁኔታ መሠረት መቅረብ አለበት። 5. ከተወሰነው የጨረታ መዝጊያ ቀንና ሰዓት በኋላ የሚቀርቡ ማናቸውም የጨረታ ሰነዶች ተቀባይነት አይኖራቸውም። 6. አሸናፊው ተጫራች የመሥሪያ ቤቱን ንብረቶች በጥንቃቄና በኃላፊነት የመጫን፣ የማውረድ፣ የማጓጓዝና በተመደበላቸው ቦታ የማስቀመጥ ግዴታ አለበት። 7. አሸናፊው ተጫራች ለሥራው በቂ ቁጥር ያላቸውና በሥራው ልምድ ያላቸው ሠራተኞችን ማቅረብ አለበት። 8. ተጫራቹ የሚያቀርባቸው ሠራተኞች የመሥሪያ ቤቱን የደህንነት መመሪያዎችና የሥራ ሥነ-ምግባር ማክበር አለባቸው። 9. በጭነትና በማውረድ ሥራ ሂደት በተጫራቹ ሠራተኞች ጥፋት፣ ቸልተኝነት ወይም ተገቢውን ጥንቃቄ ባለማድረግ በመሥሪያ ቤቱ ንብረት ላይ ለሚደርስ ጉዳት፣ መጥፋት ወይም መሰበር ተጫራቹ በሕግና በውሉ መሠረት ተጠያቂ ይሆናል። 10. አሸናፊው ተጫራች አገልግሎቱን በመሥሪያ ቤቱ በሚጠየቀው ጊዜና ቦታ መሠረት ያለምንም የሥራ መዘግየት ማቅረብ አለበት። 11. ተጫራቹ የሚያቀርበው የአገልግሎት ዋጋ ሁሉንም የሠራተኛ ወጪዎች፣ የመሣሪያ ወጪዎች፣ የሥራ አስኪያጅ ወጪዎችና ሌሎች ተያያዥ ወጪዎችን ያካተተ መሆን አለበት። 12. አሸናፊው ተጫራች የመሥሪያ ቤቱን ፈቃድ ሳያገኝ ሥራውን ለሌላ አካል ማስተላለፍ ወይም በንዑስ ተቋራጭ ማሠራት አይችልም። 13. አሸናፊው ተጫራች ለሠራተኞቹ የሥራ ደህንነት መሣሪያዎችንና አስፈላጊውን የጥንቃቄ መሣሪያዎች ማቅረብ አለበት። 14. የአገልግሎቱ ክፍያ የሚፈጸመው ሥራው በተገቢው ሁኔታ መጠናቀቁንና በመሥሪያ ቤቱ ተወካይ መረጋገጡን ተከትሎ በውሉና በጨረታ ሰነዱ መሠረት ይሆናል። 15. አሸናፊው ተጫራች በውሉ የተገለጸውን የአገልግሎት ጥራትና የጊዜ ገደብ ማክበር አለበት። የውል ግዴታዎችን ባለመወጣቱ ምክንያት በመሥሪያ ቤቱ ላይ ለሚደርስ ጉዳት በውሉና በሕጉ መሠረት ተጠያቂ ይሆናል። 16. አሸናፊው ተጫራች የውሉን ጊዜ ገደብ ማክበር አለበት። የውል ማራዘሚያ የሚፈቀደው በመሥሪያ ቤቱ በጽሑፍ ሲፈቀድ ብቻ ነው። 17. ከአገልግሎቱ አፈጻጸም ጋር በተያያዘ የሚነሱ አለመግባባቶች በመጀመሪያ በውሉና በጨረታ ሰነዱ መሠረት በሰላማዊ መንገድ ይፈታሉ። ካልተፈቱ በሚመለከተው ሕግ መሠረት ይዳኛሉ።
