1. Project Background

Real Humanitarian needs to construct vocational training center compound, The Owner invites sealed bids from eligible and qualified General or Building Contractors for the construction and completion of a vocational training center compound building in Kersa, Negele, Arsi, Oromia.

2. Eligible Contractors

Bidders must meet the following minimum requirements to participate:

• Category & Grade: Registered as GC-5/BC-5 or above (General Contractor or Building Contractor Grade 5 and above).
• Certificates: Valid Certificate of Registration or Certificate of Competence from the Ministry of Urban Development and Construction (Oromia Regional Construction Bureau).
• Licenses: Renewed Trade License for the current budget/fiscal year.
• Tax Compliance: Valid Tax Clearance Certificate and VAT Registration Certificate active being renewed at the time of bid evaluation.
• Experience: Proven track record in executing similar building or civil construction works in the specified location, related with vocational training center for Humanitarian organization minimum 3 (three) projects around Arsi Negele, Oromia.

3. Bidding Documents

• Interested eligible bidders may collect the complete Bidding Document from the address below starting from this date of announcement until Nov 21st, 2026 during working hours (Monday to Friday, 8:30 AM - 5:00 PM).

Cost of Bidding Document: A non-refundable fee of ETB 500 (Five Hundred ETB), paid in cash.

4. Bid Security (Bid Bond)

• Bids must be accompanied by a Bid Security / Bid Bond in the amount of 2% of the total bid price in the form of a CPO (Certified Payment Order). Submission of Bids
• Technical and Financial proposals must be prepared in separate sealed envelopes and submitted to the address below no later than Nov 21st, 2026, at 10:00 AM.
• Late bids will be rejected automatically.

6. Bid Opening

Bids will be opened in the presence of bidders or their authorized legal representatives who choose to attend at Real Humanitarian Addis Ababa Office on Nov 21st, at 10:30 AM.

7. Employer's Rights

• The Employer reserves the right to reject any or all bids, to waive informalities, or to cancel the tender process partially or completely.
