 የጨረታ ማስከበርያው ጨረታው ከመከፈቱ በፊት ለዩኒቨርሲቲው የግዥ ስራ አስፈፃሚ በአካል መቅረብ አለበት::  ዩኒቨርሲቲው ጨረታውን በሙሉም ሆነ በከፊል የመሠረዝ መብቱ የተጠበቀ ነው፡፡  የሚያያዙ ማንኛውም ሰነዶች በግልፅ የሚታዩ የሚነበቡ መሆን አለባቸው፡፡  በጥቃቅን እና አነስተኛ የተደራጁ ማህበራት የሚያቀርቡት የድጋፍ ደብዳቤ(የጨረታ ማስከበርያ) ላይ የሚወዳደሩበትን የጨረታ ዓይነት እና የሚያቀርቡት የዋስትና መጠን በብር መጠቀስ አለበት::
