1. Background

Solar Village Ethiopia (SVE), in partnership with RTI International, is implementing the project Enhancing Access to Production Technologies and Inputs to Improve Food Security in the Oromia Region. The project seeks to improve the productivity and resilience of smallholder farmers through the promotion of sustainable agricultural practices and green technologies, particularly solar-powered irrigation systems.

As part of its implementation, SVE intends to conduct a comprehensive Farmer Impact Assessment to generate evidence on project performance and outcomes. The assessment will consolidate data on focal farmers, evaluate market responses to SVE-supported products, and analyze the overall effectiveness of interventions. Key intervention areas and implementation by project focus include solar-powered water pumps distribution and installation, adoption of Good Agricultural Practices (GAP), productivity and provisioning of improved seeds and avocado seedlings, supports of agro dealers and seedling producers.

2. Objectives of the Assignment

2.1. General Objectives

The overall objective of this assignment is to assess and document the impact of SVE project interventions on smallholder farmers, with a particular focus on productivity, income, adoption of green technologies, environmental outcomes, and market engagement.

2.2. Specific Objectives

  • Specifically, the assessment will analyze the cost-benefit and return on investment (ROI) of solar-powered water pumps at the farmer level,
  • Evaluate the effectiveness of capacity-building efforts in promoting Good Agricultural Practices (GAP), and assess the impact of improved seeds and avocado seedlings on productivity and income.
  • It will also examine market responses and linkages related to SVE-supported products, including agro-dealers and seedling producers, and assess environmental and water conservation benefits associated with solar-powered irrigation.
  • Furthermore, the assignment will identify key challenges, lessons learned, and best practices, and provide evidence-based recommendations to inform sustainability and scaling strategies.
  • The consultant will also support the development of a data-driven pitch deck tailored for financial institutions.

3.Scope of Work

The consultant will design and implement an impact assessment covering:

  • Cost-benefit and ROI analysis of solar-powered irrigation systems 
  • Assessment of Good Agricultural Practices (GAP) adoption 
  • Impact of improved seeds and avocado seedlings on productivity and income 
  • Market systems and agro-dealer performance analysis 
  • Environmental and water use efficiency assessment 
  • Gender, youth, and social inclusion considerations 

4. Methodology

The consultant is expected to apply a mixed-methods approach including:

  • Household surveys (using Kobo/ODK or similar tools)
  • Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs)
  • Field observations and case studies
  • Review of secondary data and reports

If it is applicable, GHG calculations must follow internationally recognized standards such as IPCC guidelines. Data analysis should include statistical, economic (cost-benefit/ROI), and environmental impact assessments.

5. Expected Deliverables

  • Inception report (methodology, tools, and work plan)
  • Clean dataset and data collection tools
  • Draft and final Farmer Impact Assessment Report
  • ROI and cost-benefit analysis summary
  • Sustainability and scaling strategy
  • Updated investor pitch deck
  • Validation workshop presentation

6. Eligibility Criteria

Interested consultants (firms or individuals) must provide:

  • Valid business/consultancy license
  • Tax Identification Number (TIN)
  • Updated CV(s) demonstrating relevant expertise
  • Technical proposal (methodology and work plan)
  • Financial proposal (detailed budget breakdown)
  • Proven experience in GHG accounting, carbon markets, and climate-smart agriculture
  • Knowledge of IPCC methodologies and MRV systems
