Assignment Title: Consultancy Service for Recruitment of a Consultant to Engage Formal and Informal Partners for Systematic Documentation and Synthesis of SEL Interventions and Impact Across Ethiopia.

1. Background & Objective

The Lutheran World Federation (LWF) Ethiopia works to improve the wellbeing and development of children and communities through Social and Emotional Learning (SEL) initiatives alongside government institutions, schools, and community groups.

LWF Ethiopia is seeking a qualified consultant to engage formal and informal partners in the systematic documentation and synthesis of SEL experiences, achievements, lessons learned, challenges, and best practices. The goal is to generate evidence-based knowledge to support organizational learning, strengthen future programming, and improve stakeholder collaboration.

2. Scope of Work & Deliverables

The consultant will be responsible for:

• Identifying and engaging formal and informal SEL partners.
• Reviewing project documents, reports, and learning materials.
• Collecting, analyzing, and synthesizing outcomes, good practices, and challenges.
• Developing recommendations and knowledge products (case studies, learning briefs, success stories).

Key Deliverables:

1. Inception Report (methodology, timeline, data collection tools).
2. Stakeholder Consultation Findings.
3. Draft Documentation and Synthesis Report.
4. Presentation/Debriefing Session with LWF Ethiopia and stakeholders.
5. Final Comprehensive Documentation and Synthesis Report.
6. Supporting Knowledge Products.

Duration: 12 to 21 working days.

3. Eligibility & Qualification Criteria

Administrative Requirements:

• Renewed Business License
• Commercial Registration Certificate
• Tax Identification Number (TIN) Certificate
• VAT Registration Certificate

Technical Qualifications:

• Education: Master’s degree in Education, Social Sciences, Psychology, Development Studies, Human Rights, or related fields.
• Experience: Proven experience in stakeholder mapping, policy/advocacy analysis, research, or evaluations, with experience in similar assignments.
• Knowledge: Expertise in Social and Emotional Learning (SEL), education, protection, displacement contexts (refugees and IDPs), and Ethiopia's national coordination architecture.
• Skills: Excellent analytical, facilitation, report-writing, and English communication skills (local language proficiency is an asset).
