Ministry of Industry has received financing from the African Development Bank towards the cost of the Integrated Agro-Industrial Parks Support Project; and intends to apply part of the agreed amount for this grant to payments under the contract for IAIPSP-Project Completion Report (PCR).

The PCR shall focus on assessing the following key evaluation criteria:

1. Relevance

2. Effectiveness

3. Efficiency

4. Sustainability

The PCR shall also assess the performance of the Executing Agency, Implementing Agencies, contractors, consultants, and other stakeholders involved in project implementation. To the extent possible, the PCR shall provide quantitative and qualitative evidence to substantiate findings and conclusions.

The individual consultant will review the overall status of project implementation and progress toward achievement of the project development objective and expected outputs. The consultant shall be responsible for the following tasks:

Infrastructure

Assess the quality, functionality, and sustainability of infrastructure investments.

  • Review achievements in waste management infrastructure.
  • Review achievements in potable water supply systems.
  • Assess operational readiness, functionality, and sustainability of completed infrastructure investments.

Capacity Development

Evaluate institutional strengthening and knowledge transfer achievements.

  • Assess achievements in strengthening IAIP and RTC management capacity.
  • Review training provided to Mol, RIPDCs and other stakeholders' staff and resulting institutional improvements.
  • Assess the effectiveness of knowledge-sharing and capacity- building interventions.

Value Chain Development

Evaluate progress in strengthening agro-industrial value chains.

  • Assess engagement of farmers, cooperatives, and unions in target value chains.
  • Review achievements in market linkage facilitation and business- to-business engagements.
  • Assess contribution to strengthening agro-industrial supply chains.

Skills Development

Determine effectiveness of workforce and entrepreneurship development initiatives.

  • Assess achievements in technical and entrepreneurial skills development.
  • Review effectiveness of youth-focused employment and entrepreneurship interventions.
  • Assess relevance of skills training to agro-industrial development needs.

Procurement and Financial Management

Evaluate procurement performance and financial efficiency.

  • Review implementation] of procurement plans and procurement performance.
  • Assess financial management systems and efficiency of resource utilization.
  • Analyze disbursement performance, commitments, and utilization of project resources.

Stakeholder Consultation

Evaluate stakeholder engagement and beneficiary satisfaction.

  • Conduct consultations with project beneficiaries and stakeholders.
  • Assess stakeholder participation and ownership.
  • Document beneficiary perceptions regarding project outcomes and impacts.

Institutional Performance

Assess the performance of key implementing and supporting institutions.

  • Ministry of Industry.
  • Project Coordination and Implementation Units (FPCU & RPIU).
  • Regional Industrial Parks Development Corporations.
  • Technical Task Forces.
  • Contractors and Consultants.
  • Training Institutions and Service Providers.
  • Other key stakeholders.

Sustainability

Determine the likelihood of sustaining project benefits beyond completion.

  • Sustainability of waste management infrastructure, water supply systems, institutional capacity gains, value chain interventions, skills development programs and project coordination mechanisms.

Lessons Learned and Recommendations

Capture knowledge and guide future interventions.

  • Identify best practices and success stories.
  • Document implementation challenges.
  • Capture lessons learned.
  • Provide recommendations for future agro-industrial development programs.

Ministry of Industry now invites eligible individual consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (provide brochures of previous assignments undertaken; describe similar assignments undertaken in the past; indicate experience in similar conditions/Sub-Saharan Africa.

The consultant will be selected in accordance with the Individual Consultant Selection method. The expected starting date of the assignment will be on 1 April 2027 and the assignment is envisaged to be completed within three months from contract signing date. The services and requirements for this consultancy are stipulated in the Terms of Reference that can be obtained from the address below.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank's "Procurement Policy for Bank Group Funded Operations", dated October 2015, which is available on the Bank's website at http://www.afdb.org and is open to all qualified consultants.

Expressions of Interest must be delivered to the address below in hand or via email by 5:00 PM local time on 21 August 2026 and the Expression of Interest must be marked as "IAIPSP-Project Completion Report".
