Request for Proposals (RFP) for Assessment of Training, Research and Community Service Capacity of Public Health Training Institutions of Ethiopia.

1. Background

The Africa Health Collaborative- Addis Ababa University (AHC-AAU) project is a flagship initiative established to enhance capacity building, innovation, and support knowledge exchange in health environment across Ethiopia and the African region. AHC-AAU project aims to strengthen academic networks, promote inter-institutional collaboration, and advance the training of health professionals through integrated efforts in education, employment. Entrepreneurship, research, and policy engagement to transform health and well-being in Ethiopia.

Public Higher Education Health Institutions (HEHIS) are foundational to a country's health system, producing human resources for health (HRH), conducting research, and providing community services. Specifically, Primary Health Care (PHC) services have been considered an essential component of the healthcare system serving most of the population in developing countries including Africa.

Ethiopia has also been implementing several health sector reforms since the 1980s to improve health education and training programs and health employment so as to increase access to good quality and equitable PHC services. For this purpose, AHC-AAU Project seeks to hire a consulting firm for Assessment of Training, Research and Community Service Capacity of Public Health Training Institutions of Ethiopia

2. Objectives of the Assignment

Overall Objective

The purpose of this consultation is to conduct a comprehensive assessment of the capacity of Ethiopian higher institutions in relation to teaching, research, and community services of PHC through the review the effectiveness, efficiency, relevance, accuracy and sustainability their programs based on the appreciative inquiry process.

3. Qualifications of the Consultant/Team

  • Atleast 3 years of proven experience in institutional/college/University management. capacity assessment, particularly in Ethiopia:
  • Demonstrable knowledge and experience on higher education institutes capacity, vision, mission and educational goals, and PHC issues;
  • Experience of working with the health and education sectors;
  • Experience of working in the area of institutional capacity assessment, evident by publication, will be preferred;
  • Evidence of handling research using research tools and methods such as nation literature review. framing questionnaire, conducting FGD and interviews;
  • Experience of policy review, conducting stakeholder consultations and workshops;
  • Strong experience in research, evaluation, or institutional assessments.
  • Experience working with Ethiopian HEIS and health sector stakeholders is an advantage.

4. Application procedure

Interested bidders are invited to participate in this Request for Proposals (RFP) for Assessment of Training, Research and Community Service Capacity of Public Health Training Institutions of Ethiopia. Eligible applicants may obtain the detailed Standard Bidding Document (SBD) upon payment of a non- refundable fee of ETB 500, starting from April 20, 2026 G.C. The SBD can be collected from the Tikur Anbesa specialized Hospital, College of Health Sciences" Administration/Management Building 2nd Floor Room number 220.

5. Submission Deadline:

All bidders are required to submit separate technical and financial proposals in sealed and stamped envelopes (one original and one copy for each) at the Tikur Anbesa specialized Hospital, College of Health Sciences' Administration/ Management Building 2nd Floor Room number 220 on or before May 04, 2026 G.C at 2:00 PM (after lunch time) and the bid will be opened on May 04, 2026 G.C at 2:00 PM (after lunch time).
