INVITATION FOR EXTERNAL AUDIT SERVICE
Save the Environment – Ethiopia (SEE), a national non-governmental organization dedicated to improving livelihoods and promoting environmental sustainability, hereby invites eligible and qualified external audit firms to undertake the final external audit of its financial accounts.
The audit assignment relates to the project:
“Control and Utilization of Prosopis Juliflora Integrated with Livelihood Improvement and Environmental Protection in Liban Zone (Dollo-Ado & Bokolmayo Districts)” (PROTEC-24 Project)- GRANT CODE Z03/24/01/03500 -- 2024Qde00035 - Funded by AECID and implemented in the Somali Region of Ethiopia.
1. Purpose and Scope of the Audit
The objective of this assignment is to conduct a comprehensive external audit of the final report and full supporting account of the AECID grant covering the period May 31, 2024 to May 30, 2026.
The audit will include, but not be limited to:
· Verification of technical and financial reports, including results and sources of verification
· Review of the complete supporting account (financial statements, vouchers, and certifications)
· Assessment of expenditure eligibility and compliance
· Application of sampling techniques on supporting documents
· Evaluation of internal control systems and financial management practices
All audit activities, methodology, deliverables, and reporting requirements must strictly comply with the attached Terms of Reference (ToR), which forms an integral part of this announcement.
2. Applicable Framework
The audit shall be conducted in accordance with:
· AECID regulations and guidelines for public subsidy audits
· Relevant Spanish legal frameworks governing grants (including Law 38/2003 and related Royal Decrees)
· Applicable Ethiopian laws and auditing standards
· International auditing standards and best practices
· Mandatory compliance with the attached ToR
3. Eligibility Requirements
Interested firms must submit the following:
· Company profile with relevant experience in donor-funded audits
· Valid renewed trade license and TIN certificate
· Certificate of Competence from the Office of the Federal Auditor General
· Proof of authorization/registration to conduct audits
· Technical proposal aligned with the ToR (including methodology and sampling approach)
· Financial proposal (clearly indicating fees and travel costs, with/without VAT)
· Proposed work plan and timeline
· Declaration of independence and absence of conflict of interest
· Details of audit team composition and qualifications
4. Audit Timeline (Indicative)
· Document Review & Verification: June 15 – June 23, 2026
· Preliminary Report Submission: on or before June 30, 2026
· Management Response & Rectifications: July 1 – July 10, 2026
· Final Audit Report Submission: July 11 – July 30, 2026
The audit will be conducted primarily at SEE Dollo-Ado Field Office, as specified in the ToR.
5. Deliverables
The selected firm shall provide:
· Preliminary audit report highlighting key findings
· Final audit report prepared in accordance with AECID requirements and ToR format
· Supporting documentation and working papers as required
The final report must be submitted in both hard copy (signed and stamped) and electronic format. All audit documentation must be retained for a minimum of eight (8) years.
6. Submission of Proposals
Interested firms are invited to submit sealed technical and financial proposals no later than 15 May 2026.
