DanChurchAid (DCA) is a Danish international non-governmental organization (NGO) providing humanitarian assistance and long-term development support to poor and marginalized communities worldwide. DCA began its operations in Ethiopia in the mid-1970s and has since supported food- insecure and crisis-affected populations through both emergency relief and development programming. Its interventions are implemented either directly or in partnership with local and national organizations, with particular attention to refugees, internally displaced persons (IDPs), and host communities.
The DCA Ethiopia country Programme for the period 2022 to December 2026, revised from the original 2022–2027 plan to align with DCA’s global country Programme evaluation, guides the organisation’s strategic engagement in the country. The programme is implemented across multiple regions, including Gambella (Itang Special District, Agnuak and Nuer Zones), Amhara (Waghimra, North Wollo and South Wollo Zones), Afar (Zones 1, 2 and 4), Oromia (East Bale, Bale and Borena Zones), and the Southern Region (South Omo and Ari Zones).
This tender invite interested Consultancy firms to participate in the procurement procedure for the DCA ETHIOPIA COUNTRY PROGRAMME EVALUATION.
Project Titles: DCA ETHIOPIA COUNTRY PROGRAMME EVALUATION
The overall vision of the DCA Ethiopia Country Programme is that all people in Ethiopia live dignified and self-reliant lives, are able to withstand shocks, and realize their full potential in a sustainable manner. The Programme also envisions that refugees have either returned home or settled sustainably and peacefully coexist with host communities, with the capacity to lead self-reliant and productive lives.
In line with this vision, the country Programme pursues the following strategic goals:
- Save Lives: Protect and support crisis-affected populations: Individuals and communities affected by conflict, displacement, and disasters are protected, resilient, and able to recover from shocks while living dignified and peaceful lives.
- Build resilient communities: Communities adapt to climate change, access resilient and sustainable livelihoods, participate in green food and market systems, and benefit from climate justice and environmental protection policies.
- Fight extreme inequality: Individuals are aware of and able to claim their human rights and basic freedoms, participate safely in civic engagement, and influence decisions affecting their lives within democratic, accountable, and just systems.

Special Conditions/Requirements: -
- Company Profile of interested Consultancy firms is required
- Suppliers should include copies of Valid TIN
- Copy of VAT.
- Any joint application should clearly indicate the lead organization and DCA shall sign agreement with the lead organization. Additionally, for joint application DCA shall require a joint work agreement authenticated by Registration and Authentication Agency.
- Copy of renewed trade license for Ethiopian FY 2018 EC otherwise a ground for rejection.
- Firms expected to submit recent testimonial letters relevant for the assignment preferably from likeminded organizations. The testimonial letter expected to have detailed address of the focal person email and contact number.
- The Firm expected to submit summery of reference organization in related assignment with focal person email , contact address in a summery table in the technical proposal.
- For ease of technical evaluation , DCA expect the potential Consultant to submit Summery of related works/assignments with details of firms worked with , contract amount , period and reference information in a summery table.
- The offered prices shall be quoted in Ethiopian Birr (ETB).
- Failure to meet one of the eligibility criteria like registration renewed registration license, TIN and VAT, will be grounds for rejection.
- Interested bidders who may have any questions regarding this tender should send their queries in writing through email to smt.ethiopia@dca.dk , copy to ET- procurement etprocurement@dca.dk , rfbe@dca.dk , ktts@dca.dk , bdta@dca.dk up to 13 th May 2026 before Close of Business or (5:30 PM).
- Late submission will not be acceptable and will lead to automatic rejection.
- Attaching a recommendation letter from other international organization or similar sectors in similar business is recommended.
- The bid document should be sealed in an envelope and stamped, the BID reference number NOT/2026/002 must be labelled on the outside of the two envelopes and submitted to DAN CHURCH AID ADDIS ABABA OFFICE.
- Evaluation will be finalized within two weeks after the bid documents are opened.
- The validity period of the bids should be at least 30 (thirty) days from the deadline of tender submission.
- Successful bidders will be communicated with by the DCA office and will be issued a letter of award
- Unsuccessful suppliers will also be communicated with by the office through their email addresses and letters of regret will be sent to respective bidder/s.
- Nominated supplier or suppliers would need to fully agree with the clauses and articles stated in the draft agreement and confirm their acceptance by signature of proper contractual agreement.
- The nominated supplier should be willing to accept with Dan Church Aid that payment will be made after delivery.
Request for Quotation document can be collected during working hours starting from 27 April 2026 to 13 May 2026 at the address stated below.
The deadline for submission of technical as well as financial proposals will be 13 May 2026 before close of business (COB) 5:30PM.
