Oxfam GB is a UK based International Humanitarian and Development Organization working in Ethiopia since the 1960s. Oxfam GB is looking for a capable and reliable consultant, who will provide professional services and based in Addis Ababa. Thus, Oxfam GB is issuing this Invitation to Tender to invite all legitimate service providers with relevant experience to take part in this tender.

Oxfam Ethiopia has implemented a Women's Economic Empowerment and Care program (WE-CARE) that is dedicated to promoting a just and inclusive society by recognizing, reducing, and redistributing unpaid care and domestic work (UCDW), empowering women and girls with more choices and opportunities in all aspects of life, and ensuring carers' voices are heard in policy decisions. The project is achieving better results through the implementation of different activities and interventions to meet the outcome of the project through the five strategies (5Rs) to bring about change in the lives of these impacted women and girls. The strategies are Recognition, Reduction, Redistribution, Representation, and Reward of unpaid care work and care by key stakeholders such as the government.

As one of the project requirements, we have planned to conduct of WE-CARE Project final evaluation. Oxfam would like to outsource the deliverables of these particular engagements. The overall responsibility of the consultant is to effectively lead the conduct of this evaluation and submit necessary reports. Therefore, we seek a consulting firm for this assignment who has an extensive qualification and experience and Soundtrack record in undertaking such engagements previously in the NGOs sector. The key tasks and deliverables and the essential requirements are clearly stated in the TOR.
