INVITATION FOR BID

National Premix Construction PLC (NPC) invites eligible and interested bidders for Slope Protection Work for the Anbessa 2B + G + 12 Building Project. Bidders may obtain a complete set of bidding documents from NPC Head Office at Terrycloth, next to Awash Winery, East African Real Estate Building, Block 1, 2nd Floor, Addis Ababa, Ethiopia during working hours.

Bidders are expected to submit a Technical Proposal and a Financial Offer in sealed envelopes, containing one (1) original and one (1) copy.

NPC requests detailed price quotations from qualified and experienced subcontractors in accordance with the attached Bill of Quantities (BOQ) and the requirements below.

1. SCOPE OF WORK

• Excavation & Earth Work
• Back Fill
• Masonry Work
• Concrete Work
• Formwork
• Reinforcement bars

2. SUBMISSION REQUIREMENTS

Bidders must submit the following documents with their price quotation:

• Renewed Business License, VAT Certificate, TIN Certificate, TOT, Commercial Registration License
• Construction License (Grade 5+)
• Manpower: proposed team + key CVs
• Methodology & schedule (method statements, program, safety)
• Equipment/tools list (Formwork and others.)
• Completed BOQ with unit rates and totals (ETB, all-inclusive)
• Company profile and have compilated four (4)-ten (10) projects supported by document. Or Evidence of past projects totaling 11,000,000.00-25,000,000.00 General projects and Specific experience 6-16 years of experience in the construction industry (as per attached document)
• Bidders must achieve a minimum 70% Technical score (out of 100%) to be selected for financial evaluation.

3. EVALUATION AND AWARD

• Quotations will be evaluated based on technical compliance and competitiveness of price.
• NPC reserves the right to reject incomplete or non-compliant quotations.
• The lowest-priced quotation will be considered after meeting all technical requirements.

4. SUBMISSION INSTRUCTIONS

• Submit a Technical Proposal and Financial Offer in separate sealed envelopes.
• Submit the Bid Security in a separate envelope together with the Technical Proposal envelope.
• Bids must be submitted in the bidder’s own name only.
• Bid Security: ETB 200,000.00(Two hundred Thousand birr only) in the form of an unconditional Bank Guarantee or Cash Payment Order (C.P.O.). with the Name of NATIONAL PREMIX CONSTRUCTION PLC. Any other form is not acceptable.
• All bids must be deposited in the tender box at NATIONAL PREMIX CONSTRUCTION PLC, Procurement Department before the document submission deadline (Tuesday, May 05 2026 10:00 AM or 4:00 local time) starting from Tuesday, April 28, 2026.

5. BID CLOSING & OPENING DATE

• Bid Closing Date: Tuesday, 05 May 2026 at 10:00 AM (or 4:00 local time)
• Bid Opening Date: Tuesday, 05 May 2026 at 10:30 AM (or 4:30 local time)

Bid opening will be conducted in the presence of bidders and/or their duly authorized legal representatives who wish to attend, at the specified date, time, and place. If NPC management considers it appropriate, the bid opening may be carried out only by the companies’ committees.

6. NOTICES

Bids not meeting the requirements will be rejected without further notice.

NPC demands strict adherence to deadlines; bids submitted after the final submission date will not be considered.

NPC reserves the right to bid either partially or fully to accept or reject.
