The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the cash-flow requirement. (10 million ETH birr)

Submission of audited balance sheets and other financial statements as required in the BDS Clause 17, for the past Five years (2013-2017 EC) to demonstrate the current soundness of the Bidder's financial position and its prospective long-term profitability. A bidder's financial position is assumed to be sound if there is a consistent increase in the net worth of the bidder.

The audited balance sheet submitted by the bidder has to be checked against the recorders obtained from the concerned revenue and customs authority..

Bidder does have nationality in accordance with ITB Clause 4.2.

Bidder is found to have a conflict of interest as described in ITB Clause 6;

Bidder has to submit business organization registration certificate in accordance with ITB Clause 4.5(c).

 Bidder has not been debarred by a decision of the Public Procurement and Property Administration Authority from participating in public procurements for breach of its obligation under previous contracts, in accordance with ITB Clause 4.3;

Bidder has to submit valid business license indicating the stream of business in which the Bidder is engaged, in accordance with ITB Clause 4.5(b)(i);

In case of Partnerships, Consortium or Joint Ventures, the bidder submit a separate Beneficial Ownership Disclosure Form for each member; disclose at least one of the following: -

1)    Directly or indirectly holding 10% or more of the shares.

2)    Directly or indirectly holding 10% or more of the Voting Rights or

3)    Directly or indirectly having the right to appoint a majority of the board of Directors or an equivalent governing body of the consultant or

4)    Whether a person directly or indirectly exercises significant influence or control over the Company (tendered)

 In the case of a bid submitted by a Partnership, Consortium or a joint venture (JV), the Bidder has to submit the Form Data on Partnership, Consortium or Joint Ventures, the Agreement governing the formation of joint venture, or letter of intent to form Partnership, Consortium or Joint Venture, including a draft agreement, in accordance with ITB Clause 4.1.

 Bidder has to submit a valid tax clearance certificate issued by the tax authority in accordance with ITB Clause 4.5(b)(iii).

 Bidder has to submit VAT registration certificate issued by the tax authority (in case of contract value specified in BDS Clause 4.5(b)(ii)), in accordance with ITB Clause 4. 5(b)(ii).;

6(six) staff currently work for the Bidder must provide 3 sequential months payroll that has to be confirmed by the concerned revenue and customs authority. Otherwise, the bidder will be rejected. (A confirmation letter/document/ written by Revenue authority to Mekdela Amba University, showing each personnel’s salary and tax should be provided otherwise the document provided by the bidder without this attachment will be rejected, electronic ticket and other document without the letter of Authority will be rejected.)

Bidder has to submit relevant professional practice certificates, if required in BDS Clause 4.5(b)(iv).

Bidder has to provide in the Bidder Certification of Compliance Form information related to its professional qualification and capability for the period specified in the BDS Clause 15.1;

Bidder has failed to provide CVs of the Professional staff signed by the staff themselves or by the authorized representative of the Professional Staff.

General experience in Construction Sector as Contractor, Subcontractor and Joint Venture Minimum ----10 - years' experience,

Bidder has to provide in the Bidder Certification of Compliance Form information about contracts similar to the proposed Works in the number, value, and period 

Non-performance of a contract did not occur within the last [5 ] years prior to the deadline for Bid submission, based on all information on fully settled disputes or litigation. A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the bidder have been exhausted

All pending litigation shall in total not represent more than 5 percent of the Bidder’s net worth and shall be treated as resolved against the Bidder.
