በሚዘጋጀው ሁነቱ መሰረት አገልግሎት ፈላጊው ከጥቅል የግዥ ፍላጎት ውስጥ ለተዘጋጀው ሁነት የማያስፈልጉ አገልግሎቶች መካከል ቀንሶ ወይም ጨምሮ ለመጠቀም ባሸነፈበት የተናጠል ዋጋ መሰረት አገልግሎቱን ለመስጠት ፈቃደኛ መሆን ይኖርበታል፡፡
