Qualification Requirements

• Bidder Certification of Compliance Form Bidder has failed to provide in the Bidder Certification of Compliance Form information about contracts similar to the proposed Works in the number, value, and period Reference: ITB 37.4(c)
• Historical Financial Performance Submission of audited balance sheets and other financial statements as required in the BDS Clause 17, for the past Five(05) of years to demonstrate the current soundness of the Bidder's financial position and its prospective long-term profitability.Submission of audited financial statements, including balance sheets income statements and cash flow statements, or if not required by  the law of bidder’s country, the financial statements authenticated by Ministry of Foreign Affairs and acceptable to the employer, for the last five years to demonstrate the current soundness of the bidder financial position and its prospective long-term profitability. Besides, bidders should submit supporting document from Ministry of Revenue to verify their audit financial report. The legal documents of the external auditors shall be attached for each of the periods.Historical Financial Performance a proof of the bidder’s financial standing the following documents need to be furnished:a)        Audited Financial Statement for the last five years 5(five) years (2013-2017) EC or (2012-2016) EC the number of years of establishment of the firm if the firm establishment period is less than five years and same shall be prepared by and independent Certified Chartered Auditor who is registered under office of the Federal Auditor General (OFAG). • Pending litigation All pending litigation shall in total not represent more than 10(Ten) percent of the Bidder’s net worth and shall be treated as resolved against the Bidder. Reference: ITB 37.4(e)

• Annual Turnover The Peak annual turnover calculated as total certified construction work payments received for contracts in progress or completed within the past Five years(2013-2017) or (2012-2016) EC 800 million ETB. The letter form ministry of Revenue indicating the annual turnover of the past five years in the address of the public body must be attached and that will be only acceptable. Reference: ITB37.5(d)
• General experience General experience in Construction Sector as Contractor, Subcontractor and Joint Venture Minimum 5(Five) years' experience,Experience under construction industry in the role of a contractor, management contractor, partner in a joint venture, or subcontractor for at least as stated the last prior to the applications submission deadline.For local contractors should have general experience record actively operational for the last Five years/5 years in Construction Industry that have no any termination records in any procuring entity in Ethiopia. Bidder shall have a work experience on at least two similar projects Reference: ITB 37.4
• History of non-performing contracts Non-performance of a contract did not occur within the last 5 years prior to the deadline for Bid submission, based on all information on fully settled disputes or litigation. A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the bidder have been exhausted. Non-performance of a contract did not occur by the bidders within the last Five years. Specific Experiance 

Bidder has to submit Certificates of satisfactory execution of contracts provided by contracting parties to the contracts successfully completed in the period and budget as specified in the BDS Clause 16.3 with a budget of at least equivalent that of this contract.

Participation as Contractor or Sub-Contractor within the last 10 years with the following requirements:For Domestic bidders: Minimum Two IAAF and FINA (World Aquatics) accredited international standard swimming pool, Two Synthetic running track and clay made running track or above having Electro-mechanical System similar in nature & complexity with the intended project and with a minimum Project cost of 800 million ETB that have substantially and successfully executed to minimum 70% of the project cost or completed.Two contracts of construction projects with value of each not less than 400 million ETB which is similar in nature to the proposed project and that have been successfully and substantially completed (70% completed)Two contracts of construction synthetic projects with value of each not less than 150 million ETB which is similar in nature to the proposed project and that have been successfully and substantially completed (70% completed)Three contracts of construction projects with value of each not less than 266 million ETB which is similar in nature to the proposed project and that have been successfully and substantially completed (70% completed) Documentation Required: Approval Credentials from FINA and IAAF, Contract Agreement, Final Payment Certificate, Provisional or Final Acceptance Certificate and Supporting evidence letter for satisfactory performance from the Employer which clearly mention the project amount, commencement date, project duration, completion date, timely performance and quality performance are mandatory and must be attached.Reference: ITB 37.4(b)
