Request for Proposal (RFP) for External Audit Service

 Background

IE Network Solutions PLC is an Ethiopian IT company established in December 2008. The company specializes in enterprise solutions, including network services, business automation, smart infrastructure, and cloud services. The company emphasizes a value-maximizing and service-oriented approach, aiming to be a leading IT provider in Ethiopia. IE Networks has partnerships with global companies like Dell, IBM, and Cisco, allowing them to offer international-standard products and services. 

Accordingly, The IE Network Solutions PLC currently seeks to appoint an independent External audit service provider for the audit of the IE Network Solutions PLC for the year, 2018 EC (2025/26).

The IE’s, fiscal year ends on July 7/ EC (Scene 30). In addition, the financial statements are prepared in accordance with the International Financial Reporting Standard (IFRS).

Clarification on the Issued TOR and RFP for Audit and Asset Valuation Services

This notice is issued to clarify the Terms of Reference (TOR) and Request for Proposal (RFP) previously shared for the procurement of External Audit and Asset Valuation services under a single, consolidated TOR.
We acknowledge that, in line with regulatory and professional requirements—including guidance from the Accounting and Auditing Board of Ethiopia audit firms and valuation firms are typically required to operate independently. As such, it is understood that most firms may not hold both licenses simultaneously.

Accordingly, bidders are advised as follows:
Joint / Outsourced Proposals
Audit firms are encouraged to submit a combined proposal covering both services by formally partnering with or outsourcing the asset valuation component to a qualified and licensed valuation firm. In such cases, the audit firm shall act as the lead bidder and clearly indicate the subcontracted valuation partner.
Separate Proposals
Alternatively, duly licensed and authorized audit firms and asset valuation firms may submit their proposals independently for their respective services.
Compliance Requirement
All participating firms must ensure full compliance with applicable Ethiopian laws, licensing requirements, and professional standards, including International Financial Reporting Standards (IFRS) and relevant proclamations.

Invitation to Bid

IE Network Solutions PLC invites sealed bids from eligible and qualified firms for:

• 9 Month Interim Audit Services 
• Annual External Audit Services 
• Asset Valuation Services 

Bidders shall submit separate Technical and Financial Proposals in accordance with this RFP.

Evaluation Methodology

• Technical: 70%
• Financial: 30%
• Minimum Technical Pass Mark: 70% 

Eligibility

Bidders must:

• Be legally registered in Ethiopia
• Hold valid AABE license for audit services
• Have valid Tax Clearance Certificate 
• Have valid VAT Registration Certificate 
• Not be debarred by any public body

Conflict of Interest

Bidders must declare absence of conflict of interest, including:

• Relationship with IE staff
• Prior involvement affecting independence

Fraud and Corruption

IE Network Solutions PLC follows zero tolerance for:

• Fraud
• Collusion
• Coercion

Any bidder involved shall be disqualified and reported to authorities.

Right to Accept or Reject

IE reserves the right to:

• Accept or reject any bid
• Cancel the procurement process

Audit/consulting firms that meet the requirements are kindly requested to submit in person their technical and financial proposals from April 30 ,2026 to May 8,  2026, during working hours to the following address in a sealed and stamped envelope to the attention of the IE Administrative and Finance Division.
