The average annual turnover calculated as total certified payments received for contracts in progress or completed in the last 3 years must exceed ETB 40 Million for Local bidders (pick of the past 3 years),  40 ETB Million for Joint Venture of Local  bidders (average within the last recent consecutive 3 years)  or Average within the past 3 years,

Note: “A letter stating the amount of the income of the bidder for the last consecutive three years, written/provided from an Authorized auditor , must be attached.

The public body will verify the legitimacy of a letter by communicating the authorized auditor officially or using any other means.

Submission of balance sheets audited by a Chartered Certified Auditor and other financial statements as required in the BDS Clause 17, for the last three/3/ years to demonstrate the current soundness of the Bidder's financial position and its prospective long term profitability.The audited report must be original or authenticated copy. Bidders must attach legal documents of the Chartered Certified Auditor

A Bidder (local bidder) must demonstrate access to, or availability of, financial resources equivalent to 100 ETB Million          such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments.

Note:

A letter to be written from financial institutions for line of credit must address the employer

Having been submitted VAT registration certificate issued by the tax authority (in case of contract value of Birr 100,000.00 and above) in accordance with ITB Clause 4.6.

Having been submitted valid tax clearance certificate issued by the tax authority (Domestic Bidders Only) in accordance with ITB Clause 4.6

In the case of a bid submitted by a joint venture (JV), the Bidder has to submit the Form Data on Joint Ventures, the Agreement governing the formation of joint venture, or letter of intent to form JV, including a draft agreement, in accordance with ITB Clause 4.1

Nationality in accordance with ITB Clause 4.2.

No conflict of interest as described in ITB Clause 6.

Having been submitted valid trade license or business organization registration certificate issued by the country of establishment in accordance with ITB Clause 4.6

Past Performance

Number of similar contracts The bidder must have successfully completed a sum/total of 100 million ETB at least two (2) similar IT device delivery and support projects within the last five years.

At a minimum, an org structure chart should include employees’ titles and basic relationships across teams. The bidder must attach their credentials’ or testimonials of the staffs. It creates trust for the public body to give the contracts.

Bidder has to submit Description of the organization of the warranty offered in accordance with the conditions laid down in GCC Clause 23

1 year warranty after delivery ( the time counts after model 19 is issueds.

Bidder has to submit Manufacturer Authorization Letter in accordance with ITB Clause 5.6

Bidder has to provide in the Bid Submission Sheet Form the Statement attesting the origin of the Goods and Related Services offered

For the local company or the bidder- a company or the bidder must have a minimum of 3 years of experience for supplying the specified laboratory equipment or related educational laboratory materials.

For joint venture

the joint venture company must have a minimum 3 years of experience for supplying the specified laboratory equipment or related educational laboratory materials or manufacturing educational laboratory equipment.  .

For joint venture companies

All the necessary documents (formats) for the joint venture formation like memorandum, legal contract binding documents, articles for the association (partners) and their sharing property agreements must be attached.
