INVITATION FOR BIDS (IFB)
NATIONAL COMPETITIVE BIDDING (NCB)

Project: Consultancy Services for School Design Modification (Welo Sefer Branch)

1. Scope

Future Talent Academy S.C. hereby invites all eligible Category 1 (One) Consulting Architects and Engineers to submit sealed technical and financial bids to provide the necessary manpower, materials, and equipment required for the comprehensive school design modification of its Welo Sefer Branch.

2. Bidder Eligibility Criteria

Interested bidders must fulfill the following mandatory legal and regulatory requirements at the time of submission, providing valid copies of:

• VAT Registration Certificate.
• Taxpayer Identification Number (TIN).
• Valid Trade License renewed for the 2018 E.C. fiscal year.
• Professional Registration Certificate from the Ethiopian Construction Authority and/or the Addis Ababa City Administration Building Permit & Control Authority, renewed for 2018 E.C..
• Valid Tax Clearance Certificate from the relevant tax authority.

3. Bidding Procedures

Bidding will be conducted through National Competitive Bidding (NCB) procedures in accordance with the Public Procurement Proclamation. of the Federal Government of Ethiopia, and is open to all eligible bidders as defined in the guidelines.

4. Bid Security & Validity

• Bid Validity: Bids shall remain valid for a period of sixty (60) calendar days after the bid opening date.
• Bid Security: Bids must be accompanied by a Bid Security of 100,000.00 ETB (One Hundred Thousand Ethiopian Birr).
• Form of Security: The bid security must be in the form of an Unconditional Bank Guarantee or CPO issued in the name of Future Talent Academy S.C., and must remain valid for a minimum of sixty (60) calendar days. -
•  Note: Insurance bonds will not be accepted under any circumstances.

5. Acquisition of Bidding Documents

A complete set of Bidding Documents may be purchased by interested bidders starting from the date of this announcement upon:

1. Submission of a written application.

2. Presentation of copies of the required renewed licenses alongside their originals for verification.

3. Payment of a non-refundable fee of 1,000.00 ETB (One Thousand Ethiopian Birr).

The documents can be obtained from the Purchasing and Property Management Directorate, located at the Welo Sefer Branch, Ground Floor, Room No. 04.

6. Bid Submission & Opening

• Submission Deadline: Sealed bids must be delivered to the Purchasing and Property Management Directorate Office (Welo Sefer Branch, near Gorgoriyos Square, Ground Floor, Room No. 04) at or before 10:00 AM on the 30th day from the date this invitation is advertised in The Reporter newspaper.
• Late Bids: Any bid received after the definitive deadline will be automatically rejected and returned unopened.
• Bid Opening: Bids will be opened publicly on the same day at 10:30 AM in the Campus Main Hall, in the presence of bidders or their authorized legal representatives who choose to attend.
• Contingency: If the closing/opening date falls on a public holiday or weekend, the submission and opening will take place at the same. venue and time on the next consecutive working day.

7. Rights Reserved

Future Talent Academy S.C. reserves the right to accept or reject any or all parts of this bid at its sole discretion.
