1.    Background

The Organization for Sustainable Development (OSD), in partnership with Friendship Support Association (FSA), is jointly implementing a humanitarian response project in the Afar Region of Ethiopia. Under this partnership arrangement, OSD is responsible for project implementation in Berahle Woreda, while FSA is implementing activities in Elidar Woreda.

The Organization for Sustainable Development (OSD) is a non-profit, non-governmental organization legally registered on June 23, 2011, by the Federal Democratic Republic of Ethiopia Authority for Civil Society Organizations (ACSO). OSD implements humanitarian and development interventions across Ethiopia with financial support from international donors.

Friendship Support Association (FSA) was established in 2007 by individuals dedicated to promoting dignity and improving the livelihoods of pastoralist and agro-pastoralist communities. FSA follows a “local solutions for local problems” approach to address the development needs of pastoralist communities. Over the past 19 years, FSA has made significant contributions in humanitarian response, WASH, health, education, peace building, and other essential sectors.

1.3. Target Beneficiaries

  • OSD: 276 households
  • FSA: 285 households for Food Items (FI) support and 500 individuals for FAFA assistance

1.4. Project Duration

  • 4 months

2. Objective of the Assignment

The objective of this assignment is to obtain an independent professional opinion on whether the project financial statements and expenditures:

  • Present a true and fair view of the project’s financial position;
  • Are accurate, complete, and adequately supported by documentation;
  • Comply with donor requirements, applicable national regulations, and the financial policies and procedures of OSD and FSA; and
  • Are free from material misstatements.

3. Scope of the Audit

The audit will cover the entire project implementation period and both implementing partners (OSD and FSA). The audit scope will include, but not be limited to, the following:

  • Review of project financial statements, accounting records, and general ledgers;
  • Verification of expenditures against approved budgets and work plans;
  • Examination of procurement procedures and supporting documentation;
  • Review of bank transactions, cash management practices, and reconciliations;
  • Assessment of internal control systems and risk management practices;
  • Verification of compliance with donor (DKH) requirements and organizational financial procedures;
  • Verification of fixed asset management and inventory records, where applicable.

4. Expected Deliverables

The selected audit firm shall provide the following:

  • Draft Audit Report for management review and comments;
  • Final Audit Report in both hard and soft copy formats;
  • Management Letter outlining key findings, identified risks, and recommendations; and
  • Compliance Report confirming adherence to donor requirements and applicable regulations.

5. Required Qualifications

Interested audit firms must fulfill the following requirements:

  • Be legally registered and licensed to operate in Ethiopia;
  • Be registered with the Accounting and Auditing Board of Ethiopia (AABE);
  • Possess valid TIN, VAT registration, and renewed trade license certificates;
  • Demonstrate proven experience in auditing NGO and donor-funded projects;
  • Have strong knowledge of donor compliance requirements; and
  • Have qualified and experienced audit personnel available for the assignment.

6. Proposal Requirements

Interested firms are required to submit the following:

a) Technical Proposal

  • Company profile and relevant organizational experience;
  • Description of the proposed audit approach and methodology;
  • Composition and qualifications of the proposed audit team; and
  • Proposed work plan and timeline.

b) Financial Proposal

  • Detailed financial quotation; and
  • Cost breakdown, including all applicable taxes.

7. Submission Guidelines

All proposals must be submitted in sealed envelopes or via email on or before the stated deadline. Late submissions will not be accepted.
