• Specific experienceSpecific experience of the Bidder relevant to:-For Local BiddersContractor, Subcontractor and Joint Venture at least One Contract of Building Construction Project within the last ten (10) years (2008-2017) EC, with a value of at least ETB 2,153,968,896.00(Two billion one hundred fifty three million nine hundred sixty eight thousand eight hundred ninety-six birr ) that have been successfully and substantially completed (70 % completed) or Two contracts of Building Construction Projects with a value of each not less than ETB 1, 076,984,448.00(One billion seventy six million nine hundred eighty four thousand four hundred forty eight birr) that have been successfully and substantially completed (70 % completed).Three contracts of Building Construction Projects with a value of each not less than ETB 717,989,632.00 (Seven hundred seventeen million nine hundred eighty nine thousand six hundred thirty two birr) that have been successfully and substantially completed (70 % completed).Four contracts of Building Construction Projects with a value of each not less than ETB 538,492,224.00 (Five hundred thirty eight million four hundred ninety two thousand two hundred twenty-four birr) that have been successfully and substantially completed (70 % completed).For the experience requirements, a supporting evidence testimony letter for satisfactory performance from the employer, which clearly mentions the project amount and very good Progress on quality, time and safety health management, is mandatory and must be attached.For Foreign Bidders Contractor, Sub contractor and Joint Venture at least Two contracts of building Construction Projects (Level 2 Mid-Rise Building) within the last Ten (10)[insert required number of years] years (2008-2017) EC, with value of each not less than 3,077,098,423.00(Three Billion, seventy seven thousand ninety eight thousand four hundred twenty three birr) that have been successfully and substantially completed (80 % completed) and that are Similar to the proposed Works.For the above cases (Locals and Foreign Bidders) of experience requirements, the bidder must submit a contract agreement, a Recommendation testimony letter for satisfactory performance from the employer, which clearly mentions the project amount, Percentage of work executed, time elapsed in days, quality of work and safety management is mandatory and must be attached.For Foreign bidders for the experience documents contract agreement, a testimony letter from the Employer shall be authenticated by the responsive authorities/Ethiopian Embassy and the Ministry of Foreign Affairs. Failure to do so will result in Automatic rejection.Documentation Required-Recommendation letter from the Employer which indicates the project amount, percentage of work executed and very good Progress on quality, time and safety.-For the work experience requirements, the bidder must attach the Contract agreement, site handover, Recommendation letter, Provisional/ Final acceptance certificate, and latest payment certificate.Reference: 33.4(a)

• Historical Financial Performance1.  Financial Standing of the BidderSubmission of audited balance sheets and other financial statements as required in the BDS Clause 17, for the past five years (2013-2017), EC to demonstrate the current soundness of the Bidder's financial position and its prospective long-term profitability. • Annual TurnoverThe Peak annual turnover calculated as total certified construction work payments received for contracts in progress or completed within the past Five years(2013-2017)EC must exceed  ETB 1,230,839,369.00(One billion two hundred thirty million  eight hundred thirty nine thousand three hundred sixty nine birr ).For Joint Venture(Local Jv with Foreign bidder):- The Average annual turnover of the past five years (2013-2017) EC must exceed ETB 2,461,678,739.00 (Two billion four hundred six one million six hundred seventy eight thousand seven hundred thirty-nine birr).The submitted value shall be accepted only if it is verified with supporting evidence by Chartered certified external auditors and letters from the Ministry of Revenue, which clearly indicate the amount of annual construction income. Failure to do so will result in Automatic rejection.For Foreign BiddersThe average annual turnover calculated as total certified construction work payments received for contracts in progress or completed within the past five years(2013-2017)EC  must exceed  ETB 4,102,797,898.00 ( Four billion one hundred two million seven hundred ninety seven thousand eight hundred ninety eight birr). For Foreign bidders, the audit report documents shall be authenticated by the responsive authorities/ Ethiopian Embassy and the Ministry of Foreign Affairs. • Technical Proposal in response to the Schedule of RequirementsThe Bidder must submit technical that includes the following:(a) Work methodology/Method Statement :The Bidder shall demonstrate professionally how to accomplish such a project to the required specification, quality, cost and time. The Bidder also has to consider the completed Ethiopian Building code in their entire contract performance engagement. For this, they shall clearly explain their approach and methods to be followed in their technical proposal. Meanwhile, they have to be consistent in their entire bid proposal.(b)  Masterwork plan scheduling:The Bidder shall professionally prepare their masterwork plan schedule clearly without any vague situations, i.e. they have to show how to complete this project within the specified period or before, like set crew number, show critical path, and critical activities.(c) Material Schedule: The Bidder shall demonstrate all locally and imported materials at the site. The Bidder shall clearly mention the supply chain system they followed to deliver all the required materials to the project site (on time delivery).(d) Key Personnel ScheduleAll key personnel mentioned in the above must meet the criteria and be available to the site for this particular construction, and the bidder shall show their schedule of presence at the site with a statement of the schedule of personnel.(e) Equipment Schedule:All the required Equipment shall be available at the site for this particular construction, and the bidder shall show their schedule of presence at the site with a schedule of equipment.- Site visit and site Organization: - A plan or schedule shall be attached showing how the site is going to be organised, and it should clearly show, with a sketch or drawing plan, how the site is going to be managed for different activities (material stock piling, production area, site offices, etc-Construction Site Visit must be mandatory. -Bidders must submit a site visit testimony document (attendance) from the client. -Joint Venture bidders, each partner must submit a site visit testimony document (attendance) from the client.(f) Special and subcontract works: The bidder shall show which part of the work is going to be subcontracted and also show the procedure to subcontract the work. The company profile of the subcontractor or a short description of the subcontractor shall be attached. If all work is going to be made by the bidders themselves, it shall be supported with evidence of the same special work experience.Reference: 2
