ABOUT LAWYERS FOR HUMAN RIGHTS

Lawyers for Human Rights (LHR) is a local CSO registered on September 18 2019 by the Federal Democratic Republic of Ethiopia Civil Societies Organizations Agency in accordance with the new Civil Societies Proclamation No.1113/2019 with registration number 4113. The objectives of the Organization include, but are not limited to. increasing the participation and contribution of lawyers in Human Rights across the nation

OBJECTIVES AND SCOPE OF THE AUDIT

  • The objective of the audit is to examine Lawyers for Human Rights (LHR) book of accounts for the period from JULY 08, 2025 to JULY 07. 2026/number of box files including Cheque payment voucher. Cash receipt voucher and Journal voucher is from 12-15/ and to conduct audit reviews for three consecutive years, following the principles mentioned below:
  • The Auditors shall express an independent professional opinion as to whether the financial statements present fairly, in all material respects, the financial position of LHR is in accordance with Generally Accepted Accounting Principles (GAAP) & International best practice in the non-profit industry.
  • The Audit shall be carried out in accordance with IAS (International Auditing Standards) and in accordance with a law of the Democratic Republic of Ethiopia, agency for civil society organizations, particularly Proclamation No 1113-2019.
  • The Audit shall establish whether or not appropriate supporting documents, records, and books of accounts relating to all activities have been kept. Clear linkages should exist between the books of accounts and the financial statements presented.
  • The Auditors shall produce complete and accurate financial statements of the projects' income and expenditure during the period under review.
  • The Auditors shall prepare a management letter after the completion of the audit.
  • Identify specific deficiencies or areas of weakness in systems and controls and make recommendations for their improvement.
  • Examine on a test basis the appropriateness of supporting documents. records, and books of accounts relating to all project activities.
  • Include management responses to any of the audit findings and recommendations.
  • Point out any matters that come to the auditor's attention during the audit that might have a significant impact on the implementation of the program.
  • The Auditors shall bring to LHR management's attention any other matter that the auditors consider pertinent.

TECHNICAL REQUIREMENTS

Interested bidders should adhere to the following technical requirements:

  • Explanation of the approach to performing an extemal audit. including the audit methodology, nature, timing, and extent of audit procedures to be performed.
  • Demonstration of experience and expertise in external auditing for non-governmental organizations.
  • Firm's profile, qualification, and experience of the audit team.
  • List of the staff members who will be deployed in the audit and their profiles.
  • Professional Certificate (ACCA, CPA, IFRS, & etc) from an internationally recognized professional body &permit to operate in the country.
  • Renewal of trade license. Taxpayer Identification Number (TIN Certificate) & Value Added Tax (VAT) from the relevant govemment body.
  • A document testifying to the settlement of the necessary government tax obligation or tax clearance.
  • Required Time to complete the audit and issue the final report.

LHR would adhere to the following evaluation methodologies and payment modality:

Evaluation Methodology

  • In the selection of the audit firm, the technical score will measure 70% out of 100%, while the financial score will measure 30% out of 100% Hence, interested bidders are requested to submit both Technical and Financial proposals.

Payment modality

  • The payment for audit work shall be upon the delivery of the audit report and would be subject to governmental tax deductions as per the prevailing government rules. LHR reserves the right to cancel the bid at any time, and some details may be subject to change.
