The FDRE Ministry of Agriculture has received financing from the Italian Agency for Development Cooperation (AICS) for the implementation of the Drought Resilience and Sustainable Livelihoods Programme (DRSLP-AICS) and intends to apply part of the proceeds for consulting service of program final evaluation. The consulting services (the services) include the following specific tasks: -

• Review all the program documents: Program Technical Document (TD), Th financing agreement, results framework, M&E plan, baseline report, progress reports, Mid-Term Review report, IDDRSI Strategy and Country Programming  Paper (CPP), AU Agenda 2063, UN SDGs and any other relevant documents.
• Conduct assessments of the extent to which the overall objectives have been achieved, in line with the planned expected results, 
• Assess arrangements which are in place to sustain key project interventions,
• Assess participation of target beneficiaries in planning and implementation of the project interventions,
• Assess the involvement of key stakeholders at federal and regional levels in the program implementation;
• Assess the relevance of the program interventions in the context of target communities, Federal, regional and continental priorities and policies.
• Assess the contribution of the program towards building the capacities of key institutions involved in resilience building.
• Highlight key lessons arising over the program implementation processes and interventions.

The Ministry of Agriculture: DRSLP-AICS, now invites eligible consulting firms("Consultants") to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.

The short-listing criteria are: Core business and years in business, relevant experience, technical and managerial capability of the firm.

The attention of interested consultants is drawn to section III, paragraphs.3.14, 3.16 and 3.17 of the World Bank's "Procurement regulations for IPF Borrowers" July 2016, Revised November 2017 and August 2018 and or Procurement in Investment Project Financing Goods, Works, Non-Consulting Services July 2016 ("Procurement Regulations"),setting forth the World Bank's policy on conflict of Interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
