International Solidarity Foundation is looking to hire a qualified external audit firm to handle their year-end financial auditing.

INVITATION FOR BID FOR PROVISION OF EXTERNAL AUDIT SERVICE

International Solidarity Foundation is developmental organization  stablished in 1970th with the aim to build a world where women and girls are safe from violence and women have access to sustainable income.

The work of ISF has made a significant impact on more than 85,000. individuals across more than 100 communities over a span of 50 years Currently, ISF is actively operating in Somaliland, Kenya, and Ethiopia. ISF is committed to establishing long-term partnerships and maintaining a lasting commitment to the beneficiaries. In 2022, ISF was registered as an international non governmental organization (NGO) in Ethiopia by the Agency for Civil Society Organization under registration No. 6444. further expanding its work in the country.

ISF Country Office is seeking to hire external auditors for two specific purposes. Firstly, the auditors will be responsible for conducting an audit of the consolidated accounts for country coordination. Secondly, they will also be tasked with auditing the financial records of both the report for each partner.

Country Office and its implementing partners, producing a separate Ethiopia has already started the formal adoption of International Public Sector Accounting Standards (IPSAS) and International Financial Reporting Standards (IFRS) in its accounting system through the issuance of Regulation No. 332/2014 "for the establishment and determination of the procedure of the accounting and auditing board of Ethiopia" and Proclamation No. 847/2014 for financial reporting. In order to meet its reporting obligations, International Solidarity Foundation-Ethiopia prepares a two set of Financial Statements at each year end:

• A set of Financial Statements in the format required by International Solidarity Foundation-Ethiopia- these statements are prepared in accordance with accounting policies and standards specified by Ministry for Foreign Affairs of Finland (which generally comply with International Financial Reporting Standards (IFRS).
• A separate set of Financial Statements drafted in accordance with International Public Sector Accounting standards (IPSAS) (these are prepared by making a number of specific adjustments to the Financial Statements for ACSO)

1. Essential Criteria:

Eligible audit firms are invited to participate by submitting the following documents:

1.1 Trade License (Renewed and valid for audit Year)

1.2 Certificate of competence from the Accounting and Auditing Boad of Ethiopia..

1.3 Tax Identification Number (TIN)

1.4 Value added Tax Certificate (VAT)

2. Awarding Criteria:

2.1 The firms Profile.

2.2 References from other similar organizations for their audit work the recent two years.

2.3 Audit fees to be charged, clearly by indicating with or without VAT.. Time to complete the audit

2.4 List of the staff members who will be deployed in audit and their profiles.

3. Bid submission procedure:

3.1 Bidders can collect the detail ToR and related Annexes from the International Solidarity Foundation Country Office.

3.2 Bids must be submitted in sealed envelope by mailing in the tender box prepose at the international Solidarity Foundation Country Office in the reception office before 4:00pm. 16 June 2026.

3.3 Bid opening shall be held in the presence of bidders or their representatives who wish to attend on 18 June 2026 at 10AM.

3.4 The International Solidarity Foundation reserves all right to accept or reject partial or all bids.
