1. Background

Ethiopian Muslims Relief and Development Association (EMRDA) intends to outsource the complete architectural, structural, and MEP design work for a proposed 2 Basement + Ground + 10 (G+10) floors building. The Association now invites Grade 1 design consulting firms to express their interest for prequalification and subsequent shortlisting for the complete design work.

2. Scope of Work (Summary)

2.1. Architectural design (including space planning, facade, interior finishes)

2.2. Structural design (reinforced concrete / steel as applicable, foundation for 2 basements)

2.3. Mechanical, Electrical, and sanitary/Plumbing (MEP) design

2.4. Preparation of tender documents, BOQS, and technical specifications.

3. Eligibility Criteria

Interested firms must meet the following minimum requirements:

3.1. Valid Grade 1 consultancy license (Architecture, Engineering, or multi- disciplinary) from the relevant authority

3.2. Minimum 5 years of experience in building design

3.3. Proven completion of at least two (2) similar projects (G+8 or higher with basement) in the last 7 years

3.4. Registered for VAT and TIN (Tax Identification Number)

3.5. No suspension or debarment by any public or private entity

3.6. Key personnel: Registered Architect, Structural Engineer, MEP Engineer (full-time or retained)

4. Documents to Submit (for EOI stage)

Interested firms shall submit one (1) original envelope containing:

4.1. Letter of Expression of Interest (on company letterhead)

4.2. Copy of valid Grade 1 license (renewed)

4.3. TIN and VAT registration certificates

4.4. Company capacity statement/profile with organization structure

4.5. List of key personnel (CVs of Architect, Structural, MEP engineers)

4.6. List of similar projects completed (with client name, project value, floor count, completion certificate where available)

4.7. Audited financial statements for the last 2 years (or bank statement if unavailable)

4.8. Statement of no litigation/pending legal issues

5. Submission Instructions

5.1. Submission Deadline: 15 Working days starting from the first day the notice appeared on the newspaper. It will be July 1,2026, 10:00 AM (4:00 Ethiopian local time morning)
