1. The Benishangul Gumuz Regional State Water and Energy Resources Development Bureau (the Employer) invites sealed bids from eligible and qualified bidders for the supply and installation of a solar water pumping system for the Bambasi Woreda Meneder 46 Kebele BH water supply solarization project.
2. Eligible bidders shall have renewed licenses for 2018 E.C., a valid registration card issued by the Ministry of Trade, VAT registration certificate, and Tax Identification Number (TIN).
3. Bidding documents (Standard Bidding Document for procurement of solar water supply and installation) in English may be purchased from the Ministry of Water, Irrigation and Electricity, Room No. ---, Addis Ababa, during working hours starting from the date of this advertisement in The Newspaper. A complete set of bidding documents may be obtained upon payment of a non-refundable fee of ETB 2,000. Payment shall be made in cash.
4. The delivery and installation site is located in Bambasi, Benishangul Gumuz Region. Bidders are advised to inspect the site and fully acquaint themselves with local conditions prior to submission.
5. Sealed bids (original and copies) of technical and financial proposals, together with bid security, must be submitted in separate, wax-sealed envelopes and addressed to: Benishangul Gumuz Regional State Water and Energy Resources Development Bureau. The place for submission (closed bids) is: Ministry of Water and Energy, Room No. B--, Addis Ababa. Bids must be delivered on or before 2:00 P.M on the closing date, which is 21 calendar days from the date of the last publication of this advertisement in The Newspaper. Electronic bidding will not be permitted. Late bids will be rejected. If the 21" calendar day falls on a public holiday, the deadline will be the next working day.
6. Bid opening will take place at 2:30 PM on the same day at the Ministry of Water, Energy in the presence of bidders' representatives who choose to attend.
7. Bidding will be conducted in accordance with the Public Procurement procedures of the Federal Democratic Republic of Ethiopia and is open to all eligible bidders.
8.  Bid validity and bid security:
   • Bids shall remain valid for sixty (60) days from the bid opening date.
   • Bid security shall be valid for ninety (90) days from bid opening and must be submitted in an acceptable form (certified payment order (CPO) or bank guarantee) in the amount of ETB 200,000 (Two Hundred Thousand Birr).
9. Qualification requirements:
   • Bidders shall submit financial statements for the last three years demonstrating a financial turnover at least equal to the bid price (for experienced firms).
   • Bidders shall demonstrate relevant experience in supply and installation of solar water pumping systems or electrical submersible pumps, with at least three years' experience preferred.
10. The Benishangul Gumuz Regional State Water and Energy Resources Development Bureau reserves the right to accept or reject any or all bids, or a portion thereof, in accordance with PPA regulations. Further details are provided in the bidding documents.
