Factor	Criteria
financial statements certified by an independent auditor	Bidder has to submit financial statements of 4 [Four years] certified by an independent auditor as required in ITB Clause 15.2(a)
Annual turnover	Bidder has to submit annual turnover of 4 years with peak of 9,000,000 specified in the bid document.

Legal Qualification

Factor	Criteria
valid tax clearance certificate	Bidder has to submit a valid tax clearance certificate issued by the tax authority in accordance with ITB Clause 4.6(b)(iii);
valid business license	Bidder has to submit valid business license indicating the stream of business in which the bidder is engaged in accordance with ITB Clause 4.6(b)(i);
VAT registration certificate	Bidder has to submit VAT registration certificate issued by the tax authority (in case of contract value specified in BDS Clause 4.6(b)(ii)
Nationality	Bidder's have nationality in accordance with ITB Sub-Clause 4.2.

Information about major relevant contracts successfully completed	Bidder to provide in the Bidder Certification of Compliance Form information about major relevant (Specific) contracts successfully completed in 4 Years period and 3 Certificates of satisfactory execution specified in the BDS
Certificates of satisfactory execution of contracts	Bidder has to submit 4 Certificates of satisfactory execution of contracts provided by contracting parties to the contracts successfully completed in 4 years period and Budget of 6,000,000 (Six Million) with 1 certificate 6 Million or 2 Certificates with 3 Million or 3 Certificates with 2 Million Each as specified in the BDS Clause 16.3;
Delivery and Completion Schedule	The item is to be delivered to MoWE warehouse

Terms and Conditions: 1. ተጫራቾች በሚወዳደሩበት ዕቃ ላይ ሳምፕል ወይም ናሙና ማምጣት አለባቸው፡፡ 2. ጨረታው ከመከፈቱ በፊት Bid Security ኦሪጅናሉ ቢሮ ድረስ በአካል ማምጣት አለባቸው፡፡(ጨረታው ከመከፈቱ በፊት በሲስተም ማሳወቅና ማረጋገጥ የጠበቅባቸዋል፡፡) 3. ተጫራቾች ሲስተም የሚሰጣቸውን Key በሲስተም Share ማድረግ አለባቸው፡፡ 4. መስሪያቤቱ የተሻለ አማራጭ ካገኘ ጨረታውን ሙሉ በሙሉ ወይም በከፊል የመሰረዝ መብቱ የተጠበቀ ነው፡፡ 5. ተወዳደሪው የሚወዳደርበትን እቃ ዝርዝር መግለጫ (ስፔስፊኬሽን) በዝርዝር መግለፅ አለበት 6. ተሳታፊዎች አሸናፊ ሲሆኑ ለውል ማስከበሪያ በባንክ የተረጋገጠ CPO ማስያዝ ይጠበቅባቸዋል።
