Multi-sectoral Development

Organization (MCMDO) is an indigenous, non-governmental, and non-profit organization established in 1997. It is re-registered in accordance with the Civil Societies Organization (CSO) Proclamation No. 1113/2019, with certificate number 0022.

Currently, MCMDO is implementing a multi-sectoral humanitarian response project across various regions of Ethiopia, targeting communities affected by conflict and drought. As part of this initiative, MCMDO provides an Integrated Multisectoral Rapid Life-Saving Response to Disease Outbreaks and Acute Malnutrition in collaboration with UNOCHA/EHF, 2nd Reserve Allocation 2026 (U.S.-Funded Rapid Life-Saving Response Allocation). A key component of this response involves the rehabilitation of drinking water points and rehabilitation of latrines

MCMDO hereby invites eligible and qualified suppliers to submit bids for IPC materials, Non-medical equipment/Furniture's for Health facilities, Hand pump and water  scheme maintenance tool, and spare parts, and Sanitation and hygiene cleaning materials to ensure quality health care, Nutrition and WASH services for vulnerable people living in nine woredas of the Tigray region and Area 3.

Interested bidders are advised that the Invitation to Bid (ITB) documents can be collected from the MCMDO official website. Please visit www.mcmdo.org/bid to download the full bid package and instructions attached as an annex to this document.

Slot A: Infection prevention and control (IPC) materials

Slot B: Non-Medical equipment's/furniture's for Health facilities

Slot C: Hand pump and water scheme maintenance tools and spare parts

Slot D: Sanitation and hygiene cleaning materials

Eligibility Requirements

MCMDO considers tenderers as eligible when they fulfil the Following requirements;

The bidders should Share Our Mission and Vision – Bidders must demonstrate a clear understanding of and alignment with our organization's mission and vision.

1. Regulatory Compliance

Bidders must be compliant with all applicable national and international regulations governing and related trade license (Valid license from the relevant Authority, Valid license from the relevant health authority. & or Compliance with Good Manufacturing Practices (GMP).

2. Experience and Qualification

Bidders should provide evidence of previous experience in supplying IPC materials, Non-medical equipment/Furniture's for Health facilities, Hand pump and water scheme maintenance tool and spare parts, and Sanitation and hygiene cleaning materials. This includes:

  • A list of similar contracts completed in the past two years.
  • References from at least three previous clients.

3. Quality Assurance

Bidders must demonstrate a commitment to quality assurance by providing:

  • Certificates of Analysis (COA) for products offered.
  • Evidence of quality control measures in place.
  • The warranty for water scheme maintenance tools and non-medical equipment's Should be more than one year

4. Legal status and eligibility

Local Registration

Suppliers must be locally registered with a valid Certificate of Competency issued by the appropriate credentialing authority.

Trade License

Suppliers should have a renewed Trade License for the current year.

Tax Documentation

VAT registration certificate, taxpayer Identification Number (TIN), a current tax clearance certificate indicating eligibility to participate in public tenders and company profile.

Bid Security

Bidders shall provide bid security in the form of a Cash Payment Order (CPO) amounting to 2% of their bid offer or/and bank guarantee, made out in the name of Mothers and Children Multi-sectoral Development Organization (MCMDO). The bid security must remain valid for a minimum of one month from the bid submission deadline.

5. Technical compliance and completeness

Product Availability

Suppliers must be able to confirm product availability and delivery timelines, including:

  • Lead time for the delivery of IPC materials, Non-medical equipment/Furniture's for Health facilities, Hand pump and water scheme maintenance tool and spare parts, and Sanitation and hygiene cleaning materials.
  • Capacity to fulfill the order size as specified in the tender.

6. Financial Capacity

  • Audited financial statements minimum three (3) years and bank statements for the last one (1) years
  • Evidence of minimum average annual sales turnover of 2 million ETB for the last one years

7. Bid Submission Requirements

  • Price Listings

Bidders must provide a complete set of price listings in accordance with the specified requirements. Each budget line in the BOQ must have its unit clearly stated and use MCMDO Format,

Submission Location

Tender documents should be submitted to either the MCMDO Head Office, Yeka Sub City, Woreda 08, Shola Gebeya, around the School of Tomorrow, or  the MCMDO Tigray Regional Coordination Office, Mekelle, Adi Haki Sub City, near Libanos Hotel.

8. Suppliers Delivery

Bidders for all supply's requirements to deliver the supplies within 10 days to MCMDO Mekele regional office, Tigray region.

9. Bid Closing and Opening

  • The bid will close June 26/ 2026 at 04:00 PM local time
  • Bids will be opened at Addis Ababa MCMDO Head Office on July 1, 2026, at 10:00 AM local time in the presence of bidders or their legal representatives.
